 I would like to start by thanking the Welsh Cladiators whom I was pleased to host a meeting with in July. They asked me some tough questions and made it clear that they will continue to demand action and speed with the remediation process in Wales. I am grateful for that passion and commitment, and I will continue to work tirelessly to find the answers and drive the pace of progress within the programme.
Over the past few months my officials have been holding drop-in sessions with residents and leaseholders in Cardiff, Swansea and Newport, providing an opportunity to raise and discuss any building specific issues. I have been really pleased to see these sessions have been well received. Below you will see details of two sessions in North Wales, I would encourage anyone with an interest in building safety to come along and chat to the team at those events. I am also pleased to see the introduction of an interactive dashboard for the remediation programme. The dashboard provides monthly updates, allowing users to explore data based on their interest.
I hope this improved data reporting system will allow us to further target the areas where progress has been slowest and to ensure the overall pace of remediation within the programme increases. Further information on the dashboard can be found below.
Building Safety (Wales) Bill
The Building Safety (Wales) Bill, which was introduced on 7 July, will bring in a new building safety regime in Wales, focusing on the occupation and ongoing management (“the occupation phase”) of multi-occupied residential buildings.
The Bill and accompanying Explanatory Memorandum are available on the Senedd website. We have also published a new webpage providing an overview of the Building Safety Programme and useful links to associated topics.
The Senedd has started scrutinising the Bill, and will be listening to the views of stakeholders as part of that process.
On 17 July 2025 the Cabinet Secretary gave evidence to the Housing and Local Government Committee. You can view the session or a read a transcript here.
Over 400 people have joined our webinars since introduction of the Bill into the Senedd. The webinars have provided an overview of the Bill and what it means for those who will be affected by it.
Joint Inspection Team (JIT)
The Joint Inspection Team (JIT) continues to inspect buildings across Wales, with a programme of inspections agreed for the remainder of the year.

Remediation Programme Data
There are currently 459 buildings in the Welsh Building Safety Programme. Of these buildings, 274 are private tenure buildings and 185 social buildings.
The overall number of buildings has reduced slightly from 461 last quarter to 459 this quarter as we continue to verify the accuracy of the data and the way buildings have been categorised.
Of the 459 buildings, 44% are either complete or works are underway, 47% of buildings are in the planning stages, with the remaining 9% either not requiring works, or remediation needs are yet to be identified.
These figures are subject to change as further buildings are identified, and more information is gathered.

 Developer Performance
The diagram below provides the total number and status of buildings for each of the larger developers who have signed the Welsh Government contract committing to undertake the fire safety works they are responsible for.
Barratt Redrow has identified an additional two buildings, bringing its new total to 39.
Please note: Westmark has not signed the developer contract, however, does report to Welsh Government on progress in line with the contract requirements.

  Remediation Programme Dashboard
To increase transparency and the frequency of reporting the progress of the Remediation Programme, we are introducing an interactive dashboard. The dashboard will provide updates monthly allowing users to interrogate the data according to their interest, for example progress on the basis of geographical location, height of buildings, category of funding etc.
The intention is to add additional functionality to the dashboard over time.

Remediation Guidance documents published
Two new guidance documents have been published to support developers, responsible persons, leaseholders and residents while fire-safety remediation works are underway.

 Drop-in sessions
The Welsh Government building safety team held a number of drop-in sessions in August and September, where leaseholders and residents had an opportunity to discuss fire safety related concerns. The team is grateful to those who came along to share their experiences.
Our next drop-in sessions will be taking place in North Wales, details of which are:
- 20 October: Leaseholder / Resident drop-in session, 5pm-7pm. Caernarfon Sailing Club, Dock Fictoria, Caernarfon, LL55 1SR
- 21 October: Leaseholder / Resident drop-in session, 10am-12pm. Venue Cymru, Rhuddlan room, Promenade, Llandudno, LL30 1BB

The consultation ‘Strengthening leaseholder protections over fees, charges and services’ closed on 26 September. We are now working to analyse the feedback we received and will publish a summary of these together with a government response in due course.

A draft Leasehold and Commonhold Reform Bill is due for publication before the end of this year, and work towards implementation of all the measures included in the Leasehold and Freehold Reform Act 2024 is continuing. We will keep you up to date with further developments on these matters as they occur.
Thank you once again to all those who provided a response to our recent consultation on the new building control regime for higher-risk buildings and wider changes to the building regulations in Wales. Your views have been invaluable as we continue the implementation of the Building Safety Act 2022 in Wales. The Welsh Government response to the consultation will be published soon.
We have recently published a new consultation on amendments to Part L (Conservation of Fuel and Power), Part F (Ventilation) and Part O (Overheating) of the Building Regulations for new dwellings.
This consultation sets out our plans to improve the energy efficiency requirements for new and existing dwellings and non-domestic buildings. It also covers the wider impacts associated with Part L, including changes to Part F (Ventilation) and Part O (Overheating) of the Building Regulations and associated Approved Document guidance.

Leaseholders and residents can access support from the Welsh Government building safety team by emailing BuildingSafety@gov.wales. If the team can’t answer your question directly they will be able to signpost you to someone who can help.
