Chair Six Goals for Urgent and Emergency Care Programme Board

As Chair of the Six Goals Programme Board, I am pleased to note the launch of the Six Goals for Urgent and Emergency Care policy handbook as an important early marker in the delivery of the Programme for Government 2021–2026.
The handbook describes the Welsh Government’s strategic vision for urgent and emergency care and sets out expectations for health, social care, independent and third sector partners for the delivery of the right care, in the right place, first time for physical and mental health.
These goals represent the outcomes we expect for people who need to access urgent and emergency care. Successful delivery of the goals should enable optimal experience and outcomes for local populations and staff.
The handbook also describes how the Welsh Government will enable the health and care system to achieve the six goals through targeted funding and supporting national programmes. This newsletter provides more detail about how we will support Health Boards and partners and further information will be shared at the forthcoming launch event on 27 April 2022.
Key events, milestones and links:
A number of proposals were endorsed at the first Six Goals Board meeting in respect of the design of the programme, including:
- National Goal Lead Directors or SROs are now in place for each of the six goals - tasked to develop goal action plans with clear objectives, milestones for delivery, outcomes and measures.
- The establishment of four enabling work-streams to support delivery of the six goals. Three have been established with a ‘measurement for improvement and value based urgent / emergency care group’ to be established as soon as possible.
- To better link national policy and six goals programme enabling activities, each Health Board will be required to establish a six goals for UEC programme board to have oversight of a HB six goals programme plan. Further details will be provided to Health Boards in the coming weeks.
- The concept of a six goals ‘Improvement Triumvirate Team’ (ITT) to enable Health Boards to deliver the local six goals programme plan was endorsed. Further refinement to the proposal will be undertaken at the beginning of March with details on funding, network arrangements, mentorship and accountabilities for ITTs to be shared with Health Boards before the end of 2021/2022.
An investment plan proposal detailing plans for the national £25m six goals budget was discussed. A final proposal will be considered at the next Board meeting (25 March 2022) and details cascaded to Health Boards and partners immediately afterwards.
Each month as part of this update, there will be a ‘focus on a goal’ to provide you with updates on the Goal objectives and outcomes.
Goal 1: Co-ordination planning and support for populations at greater risk of needing urgent or emergency care

Priorities: There are three main areas of work in the current ‘discovery’ phase as part of the national Goal 1 action plan. These are:
- An ‘At-risk Population Identification Programme’ (led by the Strategic Programme for Primary Care);
- An ‘Equity of Access to Urgent and Emergency Care’ Programme; and
- A ‘Persons with High Intensity Use Of Services’ Programme.
Outcomes: These outcomes are indicative and will depend on discovery and design phase.
- Clusters and services will be enabled to identify distinct subgroups of patients that are at the highest risk of accessing urgent or emergency care services. Clusters/services will be encouraged and supported to direct care and improve overall health outcomes for these patient cohorts.
- An Urgent and Emergency Care Access Equalities Plan will be published which sets out actions to for local services to improve the experience for groups or individuals who experience barriers to accessing appropriate urgent and emergency care services.
- A National Programme for High Use Access to Urgent and Emergency Care will be established. This programme will support local projects that deliver positive outcomes for patients by reducing unnecessary dependence on services and addressing loneliness and social isolation.

The Six Goals launch event is due to take place on Wednesday 27 April at 10:00 – 12:30.
A programme for the event will be circulated with stakeholders during the week commencing 7 March, which already includes keynote speeches from Eluned Morgan MS, Minister for Health and Social Services and Nick Wood, Chair of the Six Goals Programme Board / Deputy Chief Executive of NHS Wales. The event will describe Welsh Government policy expectations, programme priorities for the Senedd term up to April 2026 and how Health Boards and partners will be supported through the Six Goals programme.

The Board agreed engagement with Health Boards and partners in respect of the six goals should be prioritised as part of a robust communications plan.
A Communications plan will be developed for the Programme, through the Behaviour Change, Communications and Marketing Enabling Workstream.
