“I am delighted to announce
that Jonathan Hopkins will be joining Value Wales on 15th June as
Deputy Director, Procurement Policy and Capability. Jonathan will be joining us
from Natural Resources Wales and has an extensive background in public sector,
voluntary sector and private sector procurement including DVLA and the National
Trust. Jonathan is Chair of the NPS Delivery Group, and his new
remit will include leading Value Wales through developing policy and capability
via the Wales Procurement Policy Statement.
You
may already be aware, that Kerry Stephens has moved on from Value Wales to take
up an exciting new post as Head of Grants Centre of Excellence. I would
personally like to thank Kerry for all her hard work and dedication in
progressing professional procurement across Wales. Kerry’s leadership has been
paramount in ensuring that Wales leads the way across the UK with our ground
breaking policies and programmes.
Jonathan
will bring a broad knowledge to Value Wales and our wider team, and I look
forward to working closely with him to help progress public procurement across
Wales. I’m sure you would all like to join me, in welcoming Jonathan to the
role.”
Did
you know that you are able to request eSourcing resource support if you can
show how it adds value to your eSourcing processes?
These
requests can be made directly with your ePS lead including a brief business
case identifying the potential benefits. Requests are reviewed every week on a
case by case basis.
If
approved your ePS lead will notify you and will instruct BravoSolution to commence
work based on a fixed scope of work and number of days. Value Wales may agree
partial or joint funding therefore buying organisations may need to raise a
purchase order to support this.
In
the event that your request is not approved, the ePS lead will provide you with
feedback. If you still wish to proceed please contact your ePS lead via eprocurementservice@wales.gsi.gov.uk for a copy of the
Professional Services pre agreed rates that you could use to raise a purchase
order.

Following the amazing success
in 2015, Procurex Wales Live will return to Cardiff on 6th October
at the Motorpoint Arena. It will be followed by the inaugural GO Awards Wales,
later that evening at the Marriott Hotel in Cardiff.
This Day of Procurement will
enhance the knowledge and understanding of both buyers and suppliers engaged in
the public procurement process. Through a mixture of presentations,
exhibitions, training zones and a Welsh Government Pavilion attendees will be
able to learn more about the planned initiatives and legislative changes that
are taking place within this evolving marketplace.
There will be opportunities
for networking and support with key decision makers from across the Welsh
public sector buyer community, including representatives from local government,
health, education, housing and the Welsh Government.

Contracting
authorities are reminded about the following electronic procurement
requirements in the Public Contracts Regulations (PCR) 2015 which need to be
complied with:-

Electronic availability of procurement documents: This requirement became mandatory on 26 February 2015, when the PCR 2015 came into force.

eSubmission of Notices to the EU Commission: Notices such as PINs (Prior Indicative Notices) and Contract Notices must be sent electronically to the Commission and must not be published on a buyer profile before they are published by the EU Publications Office.
eTendering: Electronic submission of tender documents will become mandatory by October 2018.

Electronic Single Procurement Document (ESPD): This came into effect at the end of January 2016. Although its use has not yet been
mandated, work is currently underway to build an electronic ESPD on Sell2Wales.
To
be Aware - New eInvoicing Directive
A
new eInvoicing Directive was adopted by the EU Commission in April 2014, due to
the various eInvoicing formats used across the EU that were causing
unnecessary complexity and high costs for businesses and public bodies. This
supports our ongoing work in Wales on eProcurement and will help build on the
good progress that has been made to date.

Last
week Bravosolution and Commerce
Decisions delivered 2 Sourcing events, covering both North and South Wales. A
total of 61 attendees benefitted from a varied agenda that included, Bravosolution forward roadmap, RCT
Homes auction presentation, Dynamic Purchasing System and its use along with an
Award demonstration. All presentations were well received by all attendees.
Those attending will shortly receive presentations from the day.

The Procurement Policy Note 02 (PPN02) provides further information on the
above Regulations which have recently come into force.
The new rules for utilities apply
only to contracts let by certain utilities. The new procurement rules for
concession contracts apply to the public sector and utilities.
The Procurement Policy Note 04 (PPN04)
provides notification that the threshold which applies to concessions
contracts until 31 December 2017 is £4,104,394 31.

provide an insight into the Community Benefits Measurement Tool followed by a
question and answer discussion. Visit the CIPS website for more information
about this CIPS event.
