In this edition:
Value Wales are currently developing the Procurement Annual
Return template which supports Principle 10 of the Welsh Procurement Policy Statement
(WPPS) – Measurement and Impact.
The template will be
a standard framework of procurement measures that are proportionate, support
continuous improvement and
demonstrate engagement with the WPPS. The reporting period for the return will
FY 2016/2017 and not FY2015/2016. The returns will be collated and the
information used to provide a report to the Minister for Finance &
Government Business and Procurement Board for consideration in future policy
development implementation as required.
The draft template will be circulated to the Procurement Policy
Development & Delivery Group and the Procurement Board to seek input to
help us shape and refine the final version.

Basware are scheduling a series of webinars for 2016
specifically designed to support the Welsh Public Sector supplier community.
The webinars will take place on a bi-monthly basis and will raise awareness of
the eTradingWales Change Programme and how to make best use of the tools
available.
The next webinar is scheduled for Wednesday 23 March 2016.
Title: Catalogue Management (Product Manager Awareness)
Aim: An overview of the new marketplace Basware are rolling
out to the Welsh public sector and how it can benefit the supplier community.

In addition there will also be supplier surgery events
scheduled at a number of locations during 2016 to ensure suppliers also have
the opportunity to meet in person.

Value Wales will be delivering a new service to provide a single point of contact for suppliers to ask
questions, provide
feedback and improve understanding about procurement in the Welsh public sector.
We want to ensure that public sector
procurement in Wales is being carried out in a fair, open and consistent manner
and is in line with Welsh procurement policy. By providing feedback and growing
understanding of policy and legislation, suppliers can work with the public
sector to drive further improvements through procurement.
This new service is intended to enable
suppliers to easily engage with the procurement process. By asking us questions
and seeking clarification on procurement rules, regulations and policy this new service will
help suppliers develop their own knowledge and understanding of
public procurement in Wales.
After the Service becomes operational,
we will expect the majority of supplier questions and queries to still be
raised directly with you as the Contracting Authority. If a query is raised in
relation to your organisation and the supplier requests further information, we
will contact the Head of Procurement (or nominated senior contact).
The Supplier Feedback Service will be
launched by the Minister for Finance & Government Business on the 9 March.
Many organisations are already using Supplier Portfolio
Manager (SPM) on a regular basis to monitor their existing supply base in
addition to new checks for potential / new suppliers.
eProcurement Sector leads will be contacting buying organisations
to review the list of users who have not been accessing the SPM tool recently,
to establish if access is still required.
With respect to the content that is in the SRM, it is good
practice for buying organisations to check their dashboard for those suppliers
that are not matched. If unmatched, buying organisations may not be gathering
the intelligence that will help you to understand the risks.

AWARD is a specialist tool to assist in strategic
procurements as a subcontracted service within the Bravo contract for
eSourcing. The tool, will not be available from 6pm to 10pm on Sunday 28th
February 2016 due to a planned upgrade to the latest release version v6.1.5.
A full Release Note containing the details of the changes
and new features is attached.
