Newport City Council sign MOU

Newport City Council are the latest organisation within the Local Government Sector to sign an eTrading Wales Change Programme MOU ( Will Godfrey, pictured above, is the Newport City Council Chief Executive and is also Chairman of Procurement Board.

Richard Leake, Acting Procurement Manager, said “Newport City Council see the engagement with the ePS eTrading Wales Change Programme as a key catalyst in escalating our use of electronic P2P tools. In particular, for this project, the use of eInvoicing as a mechanism to improve process efficiency at a time when Council resources are under increasing pressure. Electronic trading and support from the Value Wales eProcurement Service and its Service Providers is essential to meet this aim, and the expertise and drive from all involved in the project is fundamental in developing this objective. Without the support and funding through Welsh Government in further developing our e-Capability, these essential improvements would prove far more challenging.”


Pre-Commercial Procurement (PCP) and Public Procurement of Innovative Solutions (PPI)

The EU is inviting calls for applications for funding to support PCP and PPI competitions.

eTradingWales Change Request Process

The new eTrading Wales change request process provides buying organisations with the opportunity to request additional features, functionality or development work in the Procserve Portal environment.

Buying organisations can submit requests to the ePS team using the change request form

Change requests can be discussed with your ePS lead or you can submit the form via email to eProcurementService@wales.gsi.gov.uk. Please add your organisations name & eTradingWales Change Request in the title of the email.

Requests are reviewed and discussed at regular service management meetings with Procserve. The ePS team will provide feedback directly to the buying organisation on the status of the request.

Please note, this form should not be used to report errors or faults, if these occur they can be reported to the Procserve Support Desk by email support@procserve.com or call on 0845 6032885. Those of you that have access to the Self Service portal can continue logging errors or faults via that process.


Training Programme Winter 2016 now available

Open Courses
SBV has developed a programme of courses from December through to Easter of next year. You can enrol or find out further information by going to the SBV Website at:

The cost is  £125 per delegate per course and  there are discounts available of 5% for 2 to 3 delegates or 10% for 4 or more from the same organisation.

In House Training
SBV also  offers in house training - either  one day courses or a 5 day modular course for up to 16 delegates. A day rate per delegate of less than £50  is possible dependent depend on whether any substantive development work is required. In most cases this is unlikely and there is no charge to incorporate in house policy and procedures.

Fitness Checks development
SBV also offers assistance with regard to fitness check recommendations  in accordance with the rates stipulated in the contract for consultancy or if training is required at the contract rates for in house courses.

Procserve Rebranding

In April we informed you that Procserve had been acquired by Basware www.basware.co.uk

As part of the-acquisition integration process, from the  2nd January 2016  all eTrading Wales Procserve  staff will move to Basware email accounts. The new email address structure will change from procserve.com to basware.com. An example is shown below:

john.smith@procserve.com will become john.smith@basware.com

Over time you may also notice further branding changes and this will include changes to the eTrading Wales marketplace branding.


Procurement Policy Note

Procurement Policy Note (PPN) - Availability of Standard EU Forms and Notices for Public Procurement

Please find attached a PPN regarding the new EU forms and notices for public procurement which have been published in the Official Journal of the EU.

The new standard forms and notices are accessible on the Tenders Electronic Daily (TED) website, under eNotices, from 3rd December. E-senders (Millstream in Wales) will provide access to the new standard forms and notices.

In line with the Wales Procurement Policy Statement, contracting authorities in Wales are required to advertise their contract opportunities on Sell2Wales. Millstream, the company which provide the Sell2Wales website in Wales, are currently working to develop the new forms and notices on Sell2Wales, which will then require TED re-qualification, and will confirm the date when they will be available. We will update you on this as soon as possible.
