 In December 2024, the UK Government announced plans to reorganise local government across England. Areas such as Devon, which currently has a ‘two-tier’ system comprising a county council and district councils, are being asked to develop new unitary authorities.
East Devon, West Devon, South Hams, Teignbridge, Mid Devon, North Devon and Torridge district councils, in consultation with Torbay Council, have been working together to shape a proposal. Known as the 4-5-1 model, the proposal includes:
- A unitary authority for West Devon, Teignbridge, South Hams and Torbay
- A unitary authority for North Devon, Torridge, Mid Devon, East Devon and Exeter
- Plymouth remaining a standalone unitary authority
 The proposal reflects Devon’s natural communities, travel-to-work areas, and economic geographies, and is designed to deliver more coherent planning, stronger service delivery, and a unified voice for the county for now and for the future.

Get creative with nature! Collect twigs and craft your very own autumn lantern with the help of our rangers. A perfect activity for curious young explorers.
Both events will take place at Dawlish Warren Nature Reserve Visitor Centre.

Last month, we were delighted to welcome Caroline Harlow, High Sheriff of Devon, for a visit focused on the council’s work to tackle Violence Against Women and Girls (VAWG).
During her visit, the High Sheriff heard about a range of initiatives developed in collaboration with partners and young people to raise awareness of risks, promote behaviour change, and use legislation to take swift action against those causing harm. We also shared how we work in partnership to protect communities and support victims.
The visit followed a Peninsula meeting hosted by the Office of the Police and Crime Commissioner, where Rebecca Hewitt, Teignbridge’s Safeguarding and Community Safety Lead, (pictured, left with Caroline) had the opportunity to speak with the High Sheriff about the council’s role within the Community Safety Partnership.
The morning was a valuable opportunity to showcase the power of partnership working and the proactive steps being taken locally to address VAWG. We are grateful to Caroline for taking the time to learn more about our commitment to creating safer communities.
