Market Hall expected to reopen
Following last week’s temporary closure of Market Hall, the alternative arrangements put in place have enabled traders to continue to open for business and operate from the adjacent Food Hall.
Work on installing temporary support structures started on 12 September and good progress has been made.
We are currently on schedule to welcome traders and customers back to the Market Hall early next week.
Parent and carers sign up to popular support sessions
The free, online, Let’s Talk Teenagers and Let’s Talk Pre-Teens support sessions which start next week have attracted almost 500 participants.
The Pre-teens session has 188 people booked to take part while 294 people have signed up to join the Let’s Talk Teens sessions.
You can still sign up to take part in the sessions, which start at 7 pm on Thursday 21 September, Thursday 28 September and Thursday 5 October for Pre-Teens and on Tuesday 19 September, Tuesday 26 September and Tuesday 3 October for the Teenager sessions.

New: Let’s talk about growing up in a porn culture
The team at Let’s Talk is also running an additional 90-minute online session for parents and carers on a challenging new topic – ‘Let’s talk about growing up in a porn culture'.
The session, to be held at 7pm on Wednesday 18 October, will give parents and carers a framework in which to have gentle, safe conversations with their children about explicit content.
Whether we like it or not, children as young as primary age learn about sex every day in our digital age. Advertising, music, TV, movies and the Internet constantly bombard kids with a skewed version of sex and relationships.
This session will be delivered by specialists and aims to help stop the emotional, behavioural and sexual harms of pornography to children and youth. It will provide essential tips and techniques for parents and carers on how to better protect their children from the harms of pornography.

One day closure of Steppes Meadow and Bakers Park car parks
Work is progressing on the Ogwell Strategic Link project. The full route will provide a cycling and walking link between Ogwell to Newton Abbot.
We are working on phase 1 which includes working towards Steppes Meadow being adopted for future maintenance by Devon County Council, and requires review of the construction materials and condition of the road.
There will be a short-term closure of Steppes Meadow and Bakers Park car park for one day on Tuesday 26 September to enable services beneath Steppes Meadow to be marked out and coring samples of the road taken (via drilling).
The closest alternative public car park is at Venture Court, Bradley Lane (which is fee charging ).
Further funding will be needed for subsequent phases of the project.
Wildlife continues to thrive after five years of protection
Since 2018, two wildlife refuges have protected water birds on the Exe Estuary. Exmouth Local Nature Reserve’s wildlife refuge operates from 15 September to 31 December every year, while Dawlish Warren National Nature Reserve wildlife refuge operates year round.
As Exmouth’s wildlife refuge is due to start again this month, people are asked to avoid entering both refuges at this crucial time of year when thousands of birds start their annual migration to feast on the rich food provided by the Exe. Both wildlife refuges are marked by yellow buoys.
The British Trust for Ornithology’s (BTO) Wetland Bird Survey (WeBS) data collected by volunteers during winter 2022-2023 reveals that overall water birds on the Exe are maintaining their numbers

Full Council to consider changes in fees and charges
A blue badge permit, residents’ passes in some car parks and the freezing of Sunday car park charges were proposed at this week's meeting of the Executive.
The charges were in addition to a schedule of proposed increases in a range of fees and charges agreed by the Executive as a way of boosting funding to maintain high quality services and to combat rising cost pressures.
All the proposals will now be considered at an extraordinary council meeting on 28 September and if approved will be implemented in October, apart from car parking which will increase in November 2023.
The new proposals would see an introduction of a blue badge permit for all Teignbridge owned car parks, the introduction of a residents’ permit at Starcross’ New Road carpark as well as at Kingskerswell carpark in Fore street. Sunday parking in council run carparks would also be frozen at £1 and parking after 6 pm would be free in all council run carparks under the agreed proposals.
Not all service charges will be increased with no changes proposed for services such as retail market fees, planning and leisure memberships nor for those governed by annual agreements or where substantial increases were applied as part of the budget process such as taxi licensing and building control.
Under the proposals to be considered, increased charges will be levied on for example council carparks, commercial waste collection and events held on council land.
October by-election in Teignmouth
A town council by-election will be held on Thursday 26 October to fill a vacancy in Teignmouth’s central ward.

Formal Notice of Election will be published on Thursday 21 September with candidate nominations closing at 4pm on Friday 29 September.
If you are not registered to vote, you must submit your application by midnight on Tuesday 10 October with the deadlines for postal and proxy votes 5pm on respectively 11 and 18 October.
Photo ID will be required to vote in person in this election and the deadline to apply for a Voter Authority Certificate will be 5pm on Wednesday 18 October
Polling will run from 7 am to 10 pm on 26 October.

Updated COVID-19 guidance for people at higher risk
The government has updated the guidance for people aged 12 and over whose immune system means they are at higher risk of serious illness if they become infected with COVID-19. The update reflects the government’s recent announcement offering an autumn COVID-19 booster vaccine to eligible individuals and updated information about accessing COVID-19 treatments.
Great British Insulation Scheme launched
A new £1 billion Great British Insulation Scheme has been launched by the government to help some families insulate their homes.
Families in lower council tax bands with less energy-efficient homes will be offered upgrades such as roof, loft or cavity wall insulation.
An online checker will enable people to check whether they are eligible.
