Levelling up fund bid South Devon Cycleway

Funding bid rejected

Our summer £14.5 million bid to the Government’s Levelling Up Fund to build the South Devon Cycleway has been unsuccessful.

The joint bid with Torbay and Devon County Councils was supported by local MPs, community organisations, Network Rail and Torbay hospital and would have resulted in a high-quality cycleway connecting Newton Abbot, Kingskerswell and Torbay which would also have linked the Bay into the National Cycle Network.  This would have provided safe travel networks on the most used commuter routes through Teignbridge and Torbay as well as providing travel choices to Newton Abbot rail station and the upcoming Edginswell rail station.

But despite the benefits that would have flowed from the cycleway’s implementation, the scheme was not one of those announced by the government yesterday that would get a share of the £2.1 billion from round two of the government’s Levelling Up Fund. The fund was oversubscribed with 529 bids submitted totalling £8.8 billion.

Teignbridge was in the lowest category set by the Levelling Up Fund for financial support so while disappointing to have been unsuccessful, the odds were stacked against us.

We will continue to look for funding to build both the South Devon Cycleway and the Teign Estuary Trail.

Council news

Complaint upheld

The Local Government & Social Care Ombudsman yesterday published a report upholding a complaint by Cllr Richard Daws that the Council failed to follow due process when investigating him in 2019-2020 for alleged breaches of its code of conduct for elected councillors.

Council Leader Cllr Alan Connett has written to Cllr Daws, apologising for the manner in which the council handled the Standards Committee’s complaints process.

The Council has three months to consider the report and to respond to the Ombudsman outlining the action it has taken/proposes to take to rectify the procedural issues.

Local Plan consultation starts on Monday

Residents will have seven weeks from noon on Monday (23 January) to comment for the fifth and last time on Teignbridge’s draft Local Plan which will shape future development in the district until 2040.

The launch of the consultation, which runs until midday on Monday 13 March, concludes a local engagement process that began in 2017 and has resulted in the latest version of the Plan being influenced by the 7,000 plus comments submitted in the previous four consultations.

Once the consultation ends, the draft Plan and all comments received will be submitted for examination in public by the planning inspectorate. Anyone who submits a written objection will have a legal right to appear before and be heard by the Inspector at the Local Plan Examination Hearing.

Throughout the seven-week consultation, copies of the Local Plan documentation - including a summary Need to Know guide - will be available in libraries, town and parish council offices, Forde House and on our website.

Residents are encouraged to submit responses online using the feedback response form at www.teignbridge.gov.uk/lpconsultation. Person being vaccinated

Not too late to have the jabs

Devon NHS is reminding people who have a learning disability and those who care for them that it’s not too late for them to have a free flu vaccination and additional Covid-19 booster.

Preventing Covid-19 and flu is particularly important for people with learning disabilities, who are much more vulnerable to both viruses.

A series of three new films, launched by NHS Devon and Devon County Council highlight the importance of having both the vaccinations and annual health checks.

The films follow Damon, who has a learning disability and is needle phobic as he has his vaccination and Kylie, who also has a learning disability and is a carer for her mum.
