Executive member for Waste Management and Environmental Health, Cllr Alistair Dewhirst welcomed the court’s decision and thanked the police for their help in bringing this successful prosecution.
“Fly tipping is an abhorrent act that not only damages the environment but can cause harm to individual residents. Fly-tippers are warned that whenever we have sufficient evidence to prosecute, we will do so.
“I am pleased that the court has made Mr Kilpin pay almost four times what he would have paid if he had admitted his guilt and accepted the original fixed penalty notice.
“I would urge members of the public who see people fly-tipping to report them to the council so we can take action against them.”

Council meeting on Tuesday
This week’s Extraordinary Full Council meeting will be held on Tuesday (6 September) at 10am at Buckland Athletic Football Club.
Councillors will be asked to approve an extra £600,000 capital spend on the proposed Newton Abbot four-screen cinema construction to cover increased inflationary costs.

Due to the commercial confidentiality of aspects of the Future High Street Fund regeneration programme, part of the meeting is likely to be held in private.

Exe Estuary hosts its most impressive natural event of the year
Three thousand miles away in the northern arctic tundra, the iconic Brent Geese are on their way to Devon in search of food and milder climates. Their arrival heralds a spectacular time of year for wildlife on the internationally important Exe Estuary.
Brent geese are social animals. Feeding flocks can be several hundred strong and family groups stay together from one breeding season to the next. As they migrate each winter, the adult pair may have this and last year’s young birds with them. Watching them as they arrive in the autumn on the Exe Estuary and at Exmouth Duck Pond is enthralling and it’s easy to spot the family squabbles (and to relate to them!).
With these changes in mind, people are asked to avoid wildlife refuges on the Exe Estuary at Dawlish Warren National Nature Reserve (all year round) and Exmouth Local Nature Reserve (15 September to 31 December) to protect wildlife for future generations. The wildlife refuges are marked with yellow buoys with “WR” in black letters printed on them.

New courses of swimming lessons now available
We're now taking bookings for new courses of swimming lessons, available at Newton Abbot Leisure Centre and Dawlish Leisure Centre.
The new term runs from Monday 5 September to Saturday 17 December and we provide lessons for anyone learning to swim, from babies (and their parents), to children and adults.
Teignbridge Leisure follows the Swim England Learn to Swim Programme, using qualified teachers to provide important life skills to stay safe in the water. Both swim schools run as one; expanding your opportunities to learn this important gift for life. We use continuous assessments to ensure that swimmers progress through the scheme at their own pace.
A Jam Packed Junior Membership offers the best value for money with swimming lessons and other activities included or you can Pay As You Go.

Junior exercise classes are available at Newton Abbot Leisure Centre, Broadmeadow Sports Centre and Dawlish Leisure Centre and details for each centre are on our website.
Our friendly and experienced instructors will be on hand to welcome, guide and develop your child's ability to ensure they get the most out of their workout. As well as ensuring your child has lots of fun, our instructors will help them to master the exercise basics, build their coordination, confidence and social skills, while at the same time developing a healthy and active lifestyle.
All junior exercise classes are included in the Jam Packed Junior Membership which also gives them priority booking on all exercise classes.

With energy prices continuing to rise Action on Climate in Teignbridge (ACT) is holding an Energy Roadshow designed to help people reduce their energy consumption and save money.
It is being held on Saturday (3 September) at Teign Valley Community Hall, Christow and there will be a number of experts on hand to discuss these issues and offer residents advice and guidance.
Anyone can drop into the roadshow, which is free and runs from 10 am to 2 pm.

Tree carving on The Lawn
The stump left when a dying mature horse chestnut tree on the Lawn in Dawlish was felled earlier this year will be made into a carving.
Dawlish Town Council asked for a 1.5m stump to be left so it could become a carving and on Monday tree and wood sculptor Andrew Frost will begin work on it.
His carving will be influenced by the consultation undertaken by the Town Council on what people would like to see carved. The work will take about a week and the tree and adjacent pathway will be fenced off during the period so the public can safely watch the transformation.
The carving project has been funded by Dawlish Town Council and Cllr Martin Wrigley’s locality budget.

Free digital skills training
Digital Devon is offering free, tailored digital skills tutoring to residents all over Devon!
Funded by the Community Renewal Fund, Digital Devon supports residents by helping them gain the digital skills needed to use technology effectively and safely across both their working and personal lives. Led by Learn Devon, this part of the project has been running since February and has been helping people in Devon with basic skills such as using their emails, Zoom, or setting up their social media accounts.
It has recently been extended to run into November to increase the number of people it can help.

Landmark reached for Dawlish sea wall

The railway through Dawlish is now better protected as construction of the new, bigger sea wall reaches another major milestone says Network Rail.
Installation of all 164 wall panels, 203 pre-cast blocks and 189 recurve units which return waves back out to sea is complete and the new sea will help prevent delays and disruption by minimising the likelihood of the tracks flooding.
Network Rail’s focus is now on completing the link bridge that will connect the two sections of public, accessible promenade and the new stilling basin, where Dawlish Water runs into the sea.
This work is now expected to be finished in December, due to the discovery of an uncharted gas main which delayed piling for the new link bridge close to Colonnade viaduct.
While construction is ongoing, Network Rail says that keeping the public safe means that access to the King’s Walk promenade and beach at Colonnade underpass will be closed until further notice. Every effort will be made to open it when it is safe to do so.
The beach and promenade remain open via the stepped footbridge at Kennaway Tunnel. Please follow the diversion signs.

Avian influenza prevention zone declared in south-west England
 Following a number of detections of avian flu in poultry and wild and captive birds across the South West, a regional Avian Influenza Prevention Zone (AIPZ) has been declared in Cornwall, Devon, Isles of Scilly and part of Somerset by DEFRA.
It is now a legal requirement for all bird keepers in Devon, Cornwall (including the Isles of Scilly) and parts of Somerset to follow strict biosecurity measures to help protect their flocks, of whatever type or size.
Poultry keepers and members of the public should report dead wild birds to Defra’s national dead wild bird helpline on 03459 33 55 77 (please select option 7) and keepers should report suspicion of disease in their birds to APHA on 03000 200 301. Keepers should familiarise themselves with our avian flu advice.
