 Devon’s district councils have joined forces to respond to government proposals to reorganise local government in the county.
In December 2024, the UK Government announced plans to simplify the structure of local government across England. Areas such as Devon, which currently has a ‘two-tier’ system comprising a county council and district councils, are being asked to develop new unitary authorities.
East Devon, Mid Devon, North Devon, South Hams, Teignbridge, Torridge and West Devon councils, in consultation with Torbay Council, have been working together to shape a proposal. Torbay continues to work on its own submission.
The Districts’ proposal, known as the 4-5-1 model, includes:
- A unitary authority for West Devon, South Hams, Teignbridge and Torbay
- A unitary authority for East Devon, Exeter, Mid Devon, North Devon and Torridge
- Plymouth remaining a standalone unitary authority

 Following the success of last year’s initiative, we are once again offering communities the opportunity to use thermal imaging cameras to identify heat loss in homes and community buildings across the borough.
This project is part of our wider commitment to tackling fuel poverty, improving wellbeing and reducing carbon emissions. By helping residents understand where their homes are losing heat, the scheme supports practical steps to make properties warmer, healthier, and more affordable to run, especially vital during the ongoing cost of living crisis.

 An unsightly fly-tip sprung up in Tavistock earlier this week – but it was all to shine a spotlight on the serious harm caused by illegal dumping and to show how easily it can be reported.
West Devon Borough Council, in partnership with Devon and Cornwall Police, staged a realistic fly tip at Anderton Lay-by on the edge of Tavistock on Tuesday.
This innovative event highlighted the environmental, social, and financial damage caused by fly tipping, and was designed to educate the public on how to report incidents and dispose of waste responsibly.
