Update on EAS
Over the summer there was an opportunity for a new Lead of the Education Access Service. I am very pleased to share with you that Jo Smith has been appointed and started on the 1st September. Jo Smith will continue under the line management of Jo Kelly and she will focus on leading the attendance and inclusion teams within the service. She brings a wealth of experience and will make a fantastic contribution as we move forwards in our aim to further improve outcomes for children. Jo Smith is eager to develop the offer from EAS, which includes Core Attendance and Education Welfare responsibility, Inclusion including Section 19 and 6th day provision as well as our new initiative, Outshine.
She is offering to meet with CEOs / Head Teachers along with leaders Adriana Coupe and Laura Goodall to hear directly from colleagues and explore opportunities to enhance our services collaboratively, please do contact her directly at jo.smith@shropshire.gov.uk if you are interested.

Our new Inclusion and AP Task Force Lead Laura Goodall was busy visiting lots of schools during Summer 2 to introduce herself. She is putting the final touches together for our new ‘Outshine’ offer, Outshine is part of the SEND & AP Change Programme and is a function we ae developing to promote and support early intervention plus re engagement into mainstream education. Outshine is part of EAS and will support close working with the Attendance and Inclusion workstreams as we go forwards.
The team is developing swiftly as follows:
- three new Inclusion Mentors have just started
- a Family Support Worker has been appointed
- and an Outreach Support Officer for SEMH has been appointed
- adverts for several more posts will follow shortly
The full model and offer will be communicated shortly, including at HT Briefings and the SEND & Inclusion Networks.
EAS also welcomes a new Education Welfare Officer, Stephanie Burn.

Effective from 15 September 2025, West Mercia Police will take over the delivery of Operation Encompass across Shropshire.
What This Means for Schools/settings and Early Years settings:

You will continue to receive alerts about domestic abuse incidents involving children, ensuring timely support can be provided.

There is no change to how schools and Early years settings respond to alerts. Your safeguarding procedures remain the same.

The existing protocol document will be removed from the Shropshire Learning Gateway on 15 September.

Health and Safety Executive - Safety notice
Target audience: Users, installers and procurers of height adjustable display screen stands and wall mounts in education settings such as teachers, classroom assistants, technicians and maintenance staff. Manufacturers and suppliers of height adjustable display screen stands and wall mounts.
Issue: Certain motorised display screen wall mounts intended for use in schools and educational establishments are a serious risk of injury.
Use of the motorised height adjustment controls by unauthorised and untrained persons (including children and other vulnerable persons) can lead to the equipment hitting objects and or becoming unstable.
There is also a risk of crushing between the bottom edge of the display screen (or its mounting frame) and any fixed object.

Joint Training are conducting a training needs analysis for the programme of Reducing Parental Conflict.
The Department of Work and Pensions, who fund the programme, require us to provide data on the reach and impact of our training offer. We want to support you and your team to offer advice or practical help to parents in conflict.
