 Why Was a Refresh Needed?
The refresh was necessary because feasibility studies revealed that implementing the masterplan would cost much more than initially estimated—£195 million compared to the original £94 million. These rising costs have stalled planned capital works & delayed rehousing discussions, frustrating residents. The Gleadless Valley sites were also excluded from the latest Stock Increase Programme (SIP) update due to high construction costs, though they could be reconsidered later if viable.
What the Report Proposes
The report recommends a new approach to regeneration that includes:
- A ‘whole council’ approach – targeting & tailoring existing services driven by senior leadership within the council
- A partnership approach, collaborating with local community organisations, strategic partners & patient investors to unlock delivery
- A new governance & delivery structure that includes residents, local stakeholders, & relevant council services.
- Six themed workstream groups - combining community groups, partners & Council representatives
- A dedicated Head of Project Delivery to provide senior leadership to the programme, engage strategic partners, secure additional funding & give confidence to the Council leadership, local members & the community.
This approach aims to speed up regeneration while ensuring quality & delivering long-term social & economic benefits.

We Hear Your Concerns About Outstanding Repairs!
We've raised your issues with the repairs team, and they have established a dedicated task force to address all outstanding repairs in homes identified in the masterplan for potential demolition. We hope to have these specific repairs completed by the autumn. After this, the team will tackle the remaining backlog of repairs across Gleadless Valley, prioritising all repairs based on the severity of the issue reported.
