We've completed the review of the Clean Air Zone announced in 2020. Our Clean Air Plan, including the Clean Air Zone will be decided by elected members in Sheffield at a special Co-Operative Executive on 26 October 2021.
What are our plans?
We are proposing a Category C Clean Air Zone. This means the most polluting buses, taxis, vans, coaches and lorries will pay a charge to enter the city.
Before the zone is introduced, a second citywide consultation will take place in November 2021.
This will focus on packages of support to help local businesses and taxi drivers reduce their emissions. This support includes grants and loans for retrofits to existing vehicles or towards the cost of a replacement vehicle.
The boundary of the zone remains unchanged, covering the city centre and the inner ring road.

Who will be charged
The kinds of vehicles that will be charged has changed.
- Buses, taxis, vans, lorries and coaches which do not meet the Euro 6 diesel or Euro 4 petrol emissions standard will be charged.
- Private cars and motorbikes will not be charged.
- The previous standard for taxis will be lowered. Taxis (Private Hire and Hackney Carriages) no longer need to be Ultra Low Emissions and can be Euro 6 Diesel or Euro 4 Petrol.
See the table below for more information on the classes of vehicles. Your vehicle must meet the minimum standard or you will have to pay the charge.
What the pollution charges will be
Vehicles that do not meet these standards would be charged:
- £10 per day for polluting LGVs and Taxis
- £50 per day for coaches, buses and HGVs

Unsure of what type your vehicle is?
If you're not sure about your vehicle's type, or not sure about what Euro class it fits into, you can find out:
- In the vehicle's V5C Logbook
- Using the online vehicle checker here. You will need your vehicle's registration number/number plate.
Under the "Vehicle Type Approval" section, you can see the "Type" - eg, N1, M2.
Under the "Euro Status" section, you can see the Euro class. However, it's likely that this won't be available. For most vehicles, if they have been registered after September 2015, they are likely to be a Euro 6. However, there are exceptions and we cannot say for certain that it would or would not be charged.

Support for vehicles to reduce emissions
Government have awarded us £20 million to help people upgrade their vehicle to one compliant with the zone.
The support on offer includes:
- Hackney Carriages: Up to £10,000 grant or interest-free loan to upgrade to a wheelchair accessible vehicle
- Private Hire Vehicles: Up to £3,000 grant or interest-free loan
- Local businesses who operate vans: u to £3,500 grant or interest-free loan
- Businesses or drivers of heavy goods vehicles: Up to £16,000 grant
- Local bus and coach operators: up to £16,000 grant
Only one financial support package will be available per vehicle. This is not a complete list of the support available. We will contact you again when the full details are available. The support packages will be open for consultation to allow you to feed back to help shape them.
Exemptions from the paying the charge
For certain types of vehicles and organisations, we are considering exemptions from paying the charge. There are national exemptions for military, historic, agricultural and disabled tax class vehicles.
Sheffield is proposing some local exemptions, including:
- Emergency service vehicles like ambulances and fire engines.
- Local charities who operate minibuses on a community transport permit.
- Local people and businesses which have ordered a compliant vehicle but have not received it due to waiting lists or supply chain delays.
