The new financial year is here. We hope that the recent sunny weather and arrival of spring has brought some seasonal cheer.
In our newsletter this month we have an update on PAS 2035, news of a new closure area on the HUG Hive and information about action required if you’re managing an Social Housing Decarbonisation Fund Wave 2 project.
We also include details of a series of free webinars to help you navigate the challenges of distribution network operator (DNO) connections.
Update on PAS 2035 transition – April 2025
PAS 2035:2023 was published in September 2023, with an 18-month transition period agreed by the Department for Energy Security and Net Zero (DESNZ), British Standards Institution (BSI), United Kingdom Accreditation Service (UKAS) and TrustMark.
That transition period ended on Sunday 30 March 2025 and PAS 2035/2030:2019 is now officially withdrawn, noting caveats below.
What this means for you
If you're still working on projects under PAS 2035:2019, there’s flexibility to finish them. Here’s what you need to know:
If your project started under PAS 2035:2019
You can still complete and lodge the project after Sunday 30 March 2025, but only if:
- the retrofit assessment was completed by Sunday 30 March 2025, and
- the assessment was lodged in the TrustMark data warehouse by that date.

Social Housing Decarbonisation Fund (SHDF) Waves 2.1 and 2.2 updates
Wave 2.1: updated monthly data template circulated
If you received an email from shdfwave2.1@beis.gov.uk on Friday 28 March, please don’t ignore it. There’s updated versions of the data reporting template, which reflect your current agreed delivery end date.
Key headlines:
The updated version of the template must be used for all future data uploads. The September 2025 end date template is also available to download on the DMS portal. Attempting to upload the previous version to the portal will result in an error message and will not be accepted.
- Grant recipients are reminded that you are required to upload data reports every month and attend the monthly meetings with your SPOCs throughout the remaining delivery of your projects.
Which template have I received?
- If you have had a project change request (PCR) or maximising delivery request approved to extend your delivery completion dates beyond September 2025, then this has been reflected in the baseline KPIs and actual & forecast KPIs tabs of the new template.
- If you plan to complete by September 2025 in line with the original project timescales, this will be reflected in the baseline KPIs and actual & forecast KPIs tab of the new template provided.
- If our records show you haven’t submitted a maximising delivery request or PCR to change your completion date, we have assumed you will complete by September 2025 and this is reflected in the baseline KPIs and actual & forecast KPIs tab of the template provided. If this is incorrect, please raise with your SPOC in the first instance.
- If you have a PCR or maximising delivery request that is still under consideration, we have provided you with an interim template that assumes delivery will complete by September 2025. If we later approve your change request to extend your delivery, a new version of the template will be provided to you at this point, for use from April’s reporting round onwards.
Official statistics reporting
Data must be accurate, up to date and in line with all requirements for data reporting. It must also include all mandatory data associated with official statistics reporting, which as a minimum should include the following:
- Address (first line of address, postcode, town)
- Property reference (grant recipient property reference)
- Measure type (eligible measure type, other measure)
- Installation date (date of completing installation)

We’ve been working for several weeks to bring you a sister ‘Hive’ for Social Housing Decarbonisation Fund Wave 2 schemes and projects.
The final preparations are being made. We expect it will launch next month and will continue to update you in due course.
