Extension of batch amendments deadline
As confirmed in an earlier communication from the department and following feedback received at the December roundtable, we are pleased to confirm that the deadline for batch amendments has been extended.
The extension aims to support grant recipients to maximise delivery through the scheme.
-
the ABS deadline for new batch submissions is still Friday 31 January 2025
- the last date for batch amendments will be Friday 23 May 2025
 This extension will provide:
- a four-week extenuating circumstances period post-31 March 2025, ensuring adequate time to address any outstanding matters
- additional time for contractors to issue their final invoices, enabling accurate calculations of individual final positions against cost caps
Further information around scheme and ABS system closure will be communicated in due course.

PAS guidance
PAS 2035 is the British Standard for retrofitting dwellings. First published in 2019, the standard outlines how retrofit projects should be managed and delivered.
For grant recipients delivering under the Home Upgrade Grant Phase 2 (HUG2), the following should be considered with relation to the delivery timeline of your works:
- any HUG2-funded work complying with PAS 2035/2030:2019 must be completed by 30 March 2025 and lodged in TrustMark’s data portal no more than 20 working days thereafter
- where providers anticipate work on a property will continue beyond 30 March 2025, we would strongly advise use of PAS 2035/2030:2023 to avoid disruption.
You can read more about PAS 2035/2030:2030 via this specification and guidance document, published in conjunction with the department, the British Standards Institution and the retrofit academy.
Updating your email preferences
We’ve sent you this newsletter because the records we – or the delivery partner – have suggest you are a contact for a Home Upgrade Grant project.
If this is correct, you don’t need to do anything else and can stop reading.
However, if you believe this email has been sent in error, or you are no longer involved in the delivery of project(s) funded through these schemes, please contact your SPOC.
Ask them to amend your details in the database and/or add the correct contact details.
