Welcome to 2025 and our new look housing bulletin. From this month, you'll receive two bulletins a month: the first focused on essential messaging aimed to support maximised delivery and another Learning Community newsletter at the end of the month to share good news, resources and invite you to collaborate and contribute.

Important reminder: upcoming DMS data submission deadline
Just a quick reminder about the upcoming data submission deadline. Staying on top of your deadlines helps us to track progress and keep everything running smoothly.
The next deadline to submit your reports is this tomorrow, Wednesday 15 January 2025.
Submit your monthly report via the DMS portal today.
Evaluation reports
On 19 December 2024, the department published findings from the evaluations for three domestic retrofit schemes. These reports assess how each scheme was delivered and lessons learnt that have informed design of successor schemes.
The evaluation of LAD 1 and 2 also contains information on the scheme's impacts including carbon, energy and bill savings.
Preparing for project closure: make sure you lodge your completed property on Trustmark
Properties are only eligible for funding if the measures installed are compliant and lodged on Trustmark. Since this process can be lengthy, starting early will help ensure everything is finalised on time. This step is also crucial for auditing purposes.

What's needed for TrustMark reporting?
To ensure your property and measure details are captured in DESNZ official statistics and are prepared for project closure, be sure to have the following details submitted in your monthly DMS report:

property upgrade details: include the property address, postcode, UPRN and pre and post-installation EPC ratings (found in the 'property details' tab)

installed measure details: capture details like measure type, installation date, cost and TrustMark reference number (these are all in the 'measure details' tab)
Getting ready for PAS 2035/2030:2023 standards
From 30 March 2025, compliance with the updated PAS 2035/2030:2023 standards will be mandatory for retrofit projects delivered under schemes like SHDF and HUG. These standards enhance quality assurance, focus on whole-house retrofit plans and update competency requirements for delivery teams.
For grant recipients delivering under HUG2 and SHDF Waves 2.1 and 2.2, the following should be considered with relation to the delivery timeline of your works:
- any scheme-funded work complying with PAS 2035/2030:2019 must be completed by 30 March 2025 and lodged in TrustMark’s data portal no more than 20 working days thereafter
- where providers anticipate work on a property will continue beyond 30 March 2025, we would strongly advise use of PAS 2035/2030:2023 to avoid disruption
- if an Social Housing Decarbonisation Fund Wave 2 project has started retrofit assessments under PAS 2035/2030:2019+A1:2022 and plan to complete those homes after 30th March 2025, they must write to their SPOC who will raise this with the department.
