Planning Policy Committee considers next steps for Local Plan

At its meeting on Wednesday 7 January, Rochford District Council's Planning Policy Committee considered a number of items relating to the emerging Local Plan and the evidence that supports it.

This included a transport assessment produced by consultants Systra. The Committee agreed a recommendation to move the item for noting at a Council meeting on 27 January, with a briefing for all councillors in the interim so they could examine the consultants’ assessment in more detail and seek more information.

The Committee also considered the draft Regulation 18 Local Plan consultation document and the proposed engagement strategy (how we will tell everyone about the consultation). Officers explained that Regulation 18 is an early stage in the Local Plan process, intended to gather reviews on the overall direction of the Plan before it is refined further.

At the end of the meeting, councillors resolved to recommend that the Full Council consider whether to approve the draft Local Plan for Regulation 18 public consultation. That decision will be taken at the Extraordinary Council meeting on Tuesday 27 January.

If approved by Council, the Regulation 18 consultation will run for a minimum of six weeks, giving residents, businesses and stakeholders the opportunity to comment and help shape the next stage of the Local Plan. The dates and consultation materials will be widely publicised, both online and offline.

Ahead of any consultation, the Council is taking steps to help residents engage as clearly and impactfully as possible in the Local Plan process. This includes this e-newsletter, as well as a newly published guide on the Council’s website setting out how to make effective comments on planning consultations. The guide includes a simple template residents can use as a starter to help structure their responses.

Councillor Danielle Belton, Leader of Rochford Council, said, “Planning has a reputation for being complex and difficult to understand. But a strong Local Plan is one that the whole community creates together. We want to make sure that when the time for consultation comes, residents are as well-equipped as possible to get their points across in a way that bears weight.”
