Headcount actual task - Summer 2019

The headcount task will be available on the provider portal from 22 April 2019. In order to avoid late submissions please make sure that your current log in details are working. Contact us at eyfunding@portsmouthcc.gov.uk  if you have password issues that need resolving. The deadline for submission is 3 May 2019.

All providers claiming early education funding for their two, three and four year olds will need to complete the task. Providers will need to confirm the information submitted on the forecast task and inform us of changes, which may include children starting or leaving the setting or an increase/decrease in funded hours.

To view your previously submitted forecast task please see Provider Portal user guide. Any adjustments to payments will be made by the end of August 2019.


Non-therapeutic male circumcision in children: Best practice and promoting safe circumcision messages

This information is intended to inform the response to recent concerns raised regarding a mobile circumcision service in Portsmouth.

Male circumcision in children for religious or cultural reasons is not illegal outside the hospital setting, but safest and best practice is for the procedure to be performed by registered, suitably trained doctors in a clinical environment. The NHS does not fund circumcision for non-medical reasons (but a surgeon may perform the procedure privately for a fee).

If you have any safeguarding concerns about a child you should follow your safeguarding policy. If you feel a child is at risk of significant harm you should make an immediate referral to the Multi-Agency Safeguarding Hub (MASH) during office hours by phoning 023 9268 8793  or emailing MASH@secure.portsmouthcc.gov.uk. At other times phone the out of hours service on 0300 555 1373. Integrated 2 year old review

As you may recall, from January 2019 we saw the introduction of a new way of delivery of the integrated 2 year old review. In collaboration with Health Visitors, early years settings are able to observe and discuss assessments of 2 year olds who are part of the ECHO health programme.

If you are a setting who have 2 year olds on the EHCO programme, please expect a phone call from the Health Visitor to arrange a date for the integrated review. The review will take place in your early years setting.

This is a great opportunity to work in partnership with Health Visitors. During the review, the early years practitioner and the Health Visitor will be able to observe the child in child initiated play, discuss where each professional sees the child's learning and development and then meet with the parents to share assessments and any next steps that may need to be taken (e.g. referral to SALT or Early Years Panel).

The 'shared language' document will help you to make links between the ASQ assessment made by health and the summative assessment/2 year old progress check and early years outcomes that you use to make your assessments. You can find this here

LADO change of details

Hayley Cowmeadow has now been appointed as Portsmouth's Local Authority Designated Officer (LADO). Any issues/complaints you become aware of that may raise a concern regarding a person's suitability to work with children should be directed to Hayley. If you name the LADO in your safeguarding or child protection policy you will need to update it with her details.

Family Support Project

There's a new service in Portsmouth to support families affected by alcohol. The service is for families with children under 18 years old. It's a 12 week programme where a specialist worker will support the whole family by helping to identify what changes they want to make as a family and supporting them to make these together. This could include doing activities together as a family, support with parenting and increasing understanding about the impact of drinking too much. This service is free. The Family Support Worker will also work directly with the children to help them express how they feel when their parent or carer drinks.

Out of school clubs and Over 5's practitioners

A big thank you to all who attended the recent Over 5's Practitioners Meeting. We participated in a 'Supporting Inclusion and Diversity in Early Years' workshop ran by Josh Breach, Specialist Support Worker (LGBTQ), Early Help and Prevention Service. Josh facilitated useful discussion and reflection around gender stereotyping and celebrating difference. We had an opportunity to share resources that could be used effectively in our settings. Josh provided details of the website 'Educate and Celebrate' where resources can be bought and also suggested loaning resources from our local libraries.

The Stonewall publication 'Getting Started- celebrating and challenging gender stereotypes in the early years foundation stage' is a useful resource for practitioners to refer to.  

Following the workshop, practitioners reported that they felt more confident to have conversations with children, challenging stereotypes and building an inclusive environment.
