If there have been any changes to your actual headcount claim for
the summer term, e.g. a child leaving/joining your setting or
increasing/decreasing their hours, please email eyfunding@portsmouthcc.gov.uk
to request an amendment task as soon as possible.
Please be aware, the final submission date for the summer term amendment task is
Friday 10 August in order for payments/invoices to be
processed prior to 31 August. Amendments will not be processed
after this date.
As
you know these forms must be completed and signed by parents each term before
providers complete a funding claim. This form is for parents to declare whether
they are sharing their funding between two providers, and confirm the number
and type of (universal/extended) hours that they are claiming with you.
This
term we have had a number of children that have appeared on the forecast task
for the autumn funding period where it is not clear which provider is eligible
to receive the funding. The funding team then have to contact both providers
involved to clarify the situation which delays the start of the payment
process and is particularly time sensitive for our term time only providers.
Please
can all providers ensure that parents fully understand the purpose of the
declaration forms and once a parent has registered at your provision and been
awarded a place, given time to complete and return them to you in line with funding
tasks dates. This should reduce the number of potential 'double claims' and
also clarify to parents what their responsibility is in claiming the funded
hours.

A morning of discussion and presentations focusing upon Ofsted inspection work, school readiness and best practice. There will also be the opportunity to take part in an open Q & A session with Ofsted and network with other providers.
The government has updated it's information sharing advice for practitioners. Information sharing is essential for effective safeguarding and promoting the welfare of children and young people.
It is a key factor identified in many serious case reviews (SCRs), where poor information sharing has resulted in missed opportunities to take action that keeps children and young people safe.
There are two Early Years Funding Outreach Officers in the team who are managed by the Early Years Funding Co-ordinator - Tracy Robinson. Tracey Lewis covers South and Central localities and Alison Jones covers the North locality. They are based in the six Family Hubs across the city.
"We both work full time and offer outreach support to families to apply for Early Education Funding and assist them to find suitable childcare provision to meet their needs. We proactively target areas of low uptake focusing on the 20% least advantaged households in the city ensuring they have the information available to them to apply for funding and access a childcare provider if they wish.
In the past year our roles have expanded to offer outreach to all families with under 5s requiring support to apply for funding and access a childcare provider. We work closely with our Portage and Health colleagues and regularly offer outreach support to parents of children with SEND. We can also help parents to find shared care e.g. between a nursery and childminder.
We contact all families who have been awarded 2 Year Old Funding to offer support to find a childcare setting. We can send details of childcare settings in their area, check vacancies and accompany them on visits if they wish. We can complete assisted applications if parents do not have internet access or are struggling to apply. We can also arrange to meet parents at their closest Family Hub and sit alongside them to support with the 30 Hour application process.
We enjoy visiting and speaking to childcare providers during our termly progress visits for 2 Year Old Funded children where we record developmental/safeguarding and attendance concerns. We are always grateful when settings contact us to let us know when a child has left suddenly so we can offer support to help them access their childcare funding elsewhere.
We also attend community events throughout the year with our Early Years and Childcare colleagues to offer advice to parents about the different childcare funding streams and inform them of their various childcare options".

- Send a direct debit mandate to Tara Sutton, Workforce Development Officer to the address detailed on the direct debit form. This must be received by 31 July.
For
those settings that wish to pay in full, please purchase from 1 August
2018. You will be invoiced for the full amount in September 2018.

The Department for Education
has published the Level 2 Early Years SEND Qualification Specification.
The intention of the
qualification is to provide a small qualification with a focus on supporting
children with Special Educational Needs and Disabilities (SEND) in the early
years. It will be especially useful for CPD or as a top-up for level 2
practitioners who have a qualification achieved before the introduction of the
level 2 early years practitioner criteria. This specification has been designed
by early years experts and stakeholders supported by the Department for
Education (DfE).
The DfE has also published the wider Level 2 Early Years consultation
response and level 2 Early Years Practitioner criteria.
