Welcome to this month's bulletin!

Welcome to the first schools bulletin of the 2017/18 academic year. As you'd expect, it's full of lots of information, news and updates. Following positive feedback, we have decided to stick with the new format. 

The provisional 2017 results were encouraging. The gains we made last year at Key Stage 4 have been maintained despite the more demanding exams in maths and English. Improvements in attainment were made across EYFSP and Key Stages 1 and 2, in line with those made at a national level. 

On a final note, the consultation on the Portsmouth Education Strategy 2017 - 2020 closes on 22 September 2017. Details of the published version will follow in the next month's update.

Good news...

Celebrating success


Celebrating success with Portsmouth post-16 students

On the 22 August the Deputy Lord Mayor of Portsmouth and Alison Jeffery (Director of Children, Families and Education) hosted an event at Land Rover BAR to celebrate the success of Portsmouth young people who have just completed their post-16 education at local colleges. 25 young people and their families were invited to represent their year group and were welcomed to the event along with college principals, governors and other senior staff.  All the young people were presented with Portsmouth city pin badges by the Deputy Lord Mayor. Students will be taking up university places at Oxford, Bath, Portsmouth and Southampton along with apprenticeships and further professional training.

Inter-Agency Contact Form

The Inter-Agency Contact Form has been updated following the launch of the PSCB Thresholds Document and replaces the Inter-Agency Referral Form.

The Inter-Agency Contact Form can be found on the PSCB website on the Resources for Frontline Professionals and there is an accompanying one minute guide that gives some useful help on how to complete the form.


Changes to Outdoor Education Advice and Guidance

From 1 September 2017, outdoor education advice and guidance to Portsmouth schools, provided by Hampshire County Council, will become fully based on National Guidance (NG) issued by the Outdoor Education Advisors Panel. 

If colleagues have any queries regarding access or use of NG, please contact the Outdoor Education office on 01962 876218.

Common Transfer Files (CTF)

Please ensure that you use CTF to transfer pupil level information for leavers and joiners.

If you are asked to provide a CTF for a leaver, please ensure that you know the new school's details including the LA and DfE establishment numbers.

If you need a CTF for a new starter, please ensure that you give the previous school your details including the LA and DfE establishment numbers.

School Workforce Census 2017

The census date for this year's school workforce census is Thursday 2 November 2017.

Please remember that all schools are responsible for preparing their return within their Management Information System (e.g. SIMS). Education Information Services will not be creating returns on behalf of schools this year.

Please make sure that you have prepared your MIS and entered the correct data for your staff in time for the census date, especially if your school has not completed this before.

As in previous years, the census will include details, not only of staff in post on the census date, but historic data (such as absence or leaver information) from the start of the previous academic year. This means that much of the information can be entered now, if you haven't already done so.

Do contact your MIS support team for systems support to ensure that you are prepared as soon as possible. As ever, Education Information Services will assist schools that purchase their SLA with guidance and support with the DfE's rules and COLLECT website.

School Census

The Autumn School Census day will be on Thursday 5 October 2017. For LA maintained schools and SLA Academies, please submit your initial return by 12 October 2017. Please be aware that it will still be possible for you to change your census after you have made your initial submission.

At any point until the DfE close the census, you may be required to make changes to your return.

There are some changes to the School Census - for example new data items - but more information can be found in the guidance below.

Further information will be distributed late September.  Please ensure that the data in your system is up-to-date in preparation for the school census.

Prevent Update

Prevent Education Officer
We welcome John Webster to Portsmouth City Council as the new Prevent Education Officer. John will support schools and other education providers across all key stages on their compliance with the Prevent statutory duty, identify appropriate resources to embed Prevent in the curriculum, increase pupils’ resilience to radicalisation, and promote fundamental British values.

    Schools Violent Incident and Restraint Reporting

    Just a reminder that Children, Families and Education no longer have a statutory duty to record and monitor violent incident reports. As they have for some time now, these should be sent (in line with the attached policy) to Portsmouth City Council's Health and Safety Unit. Relevant forms are still forwarded from there to education for information. Please find the process flowchart and relevant form on pages 17-21 of the policy.

    On a similar note, there has been no requirement to send physical intervention forms to the LA for some time now. Schools will continue to raise issues relating to this internally and with the appropriate professionals on a case by case basis.

    From 1 September the Local Authority Designated Officer (LADO) will be Gill Burtwell. Gill is on a six month secondment.

    Inclusion Conference


    Save your space at the Portsmouth Inclusion Conference 2017!

    The Portsmouth Inclusion Conference to be held on Thursday 12 October 9am to 4pm at Portsmouth Marriott Hotel is fast approaching! 

    This year the focus is on social, emotional and mental health. There will be a range of workshops on the theme of social emotional and mental health, including social communication and relationships, nurture groups, autism and online safety.

    Key note speakers will be Louise Bombèr, author and director of TouchBase, and Robin Banerjee, Professor of Developmental Psychology at the University of Sussex.

    Asthma and Epipen training

    The School Nursing Service in partnership with Asthma Nurse Specialist would like to invite your school staff to attend an update for Epipen and Asthma awareness. The training sessions will last for 1.5 hours and will cover 45 minutes for Anaphylaxis and Epipen and 45 minutes for Asthma for a maximum of 20 delegates at each session.

    The dates available are:

    Date 1: Friday 29 September 

    Venue: Ground Floor, Room 5 Civic Offices, Guildhall Square

    Session times: 8.30am to 10pm, 10.15am to 11.45am, 12pm to 1.30pm, 3.30pm to 5pm

    Date 2: Friday 13 October

    Latest Health & Safety Newsletter now available

    The e-newsletter is your one-stop-shop for all that's new in connection with the council's health & safety policies and procedures, providing an easy way to keep your staff informed.

    The latest edition of the health and safety e-newsletter and the minutes of the latest forum meeting are available on the schools H&S Unit webpages.

    Access new fire awareness and Legionella e-learning

    The council's 'Fire safety' and 'Legionella awareness' e-learning courses have just undergone significant reviews. You can book places through your school's MLE portal or managers can borrow the H&S Unit portable training kit to facilitate group training sessions.

    Primary RE Network Meetings

    This network keeps primary schools up-to-date with the requirements for teaching RE, assessment and best practice tips.

    This term's session is on 
    25 September from 1.30pm to 4pm at the Training and Learning Centre. Book using MLE Course Code SHRED008A.

    Electronic PEP training for DTs

    For any DT who has not yet attended the two hour training session for the new e-PEP (Electronic PEP), you can still attend training. 

    Sessions will be held at the Training Hub at Portsmouth Academy on 20 and 21 September at 9am to 11am, 11.30am to 1.30pm and 2pm to 4pm.

    Governor Training in Attainment Data

    You can book training sessions for governors with members of the Education Information Service.

    The training covers attainment data concepts, the Key Stage Assessment Frameworks and sources of information that governors can use to support and challenge their school's leaders.

    Designated Teacher Training - Virtual School

    The first Virtual School training session - writing and implementing high quality e-PEPs, routes into and support for young people in care and attachment awareness - takes place on 11 October at 1.30pm.

    Sessions will finish at 3.30pm with an opportunity for networking.

    Intro to FFT Aspire training

    SLA schools are invited to attend a free training session from FFT this term.

    Introductory sessions for primary schools take place on 4 October, 10am to 2pm or 1pm to 3pm. Advanced sessions for primary schools take place on 5 December from 10am to 2pm and from 1pm to 3pm for secondary schools. Limited spaces available.

    Heartstone Odyssey Project

    On Friday 8 September nine schools participated in a training workshop in advance of their implementation of the Heartstone Odyssey project. The project, aimed at years 5 to 7, is based around a book centred on a female heroine, Chandra, and documents her quest to overcome intolerance, prejudice and racism in collaboration with her allies – the mice. The story combines fantasy with real locations and history to facilitate discussions on the issue of identity, how historical events affect society’s tolerance of difference (or racial and religious intolerance) and allows children to explore how they would deal with incidents of intolerance that they encounter from any perspective and background, confronting other uncomfortable ideas in a safe and sensitive way. The training was delivered by the Director of Heartstone and also included participation from Police Community Support Officers and Youth Workers.

    Get e-safe with Saltmine Theatre Company

    Escape – Saltmine’s e-safety programmes for Key Stage 2 pupils

    Saltmine’s Escape is an innovative and memorable way to teach e-safety principles at Key Stage 2. An allegorical show and interactive workshop techniques emphasise and explore the ‘Three Rules’:

    • don’t visit unfamiliar websites, or websites with a higher age rating
    • don’t give out personal information online
    • if you are scared, tell an adult that you trust.

    Issues such as cyber-bullying, the danger of sharing information with strangers online and staying safe with online games are all addressed. 

    What you need to know:

    • 45 minute show, 45 minute workshop. This programme can visit two neighbouring schools in a day
    • for Key Stage 2 pupils (no maximum number)
    • touring dates: 29 January to 16 February 2018 (to coincide with E-Safety Week)
    • performance fee for a day: £600 + travel costs + VAT (team of three actors)  

    Escape K3.4 – Saltmine’s e-safety programme for school years 8-10 

    The production Escape K3.4 and its accompanying interactive workshop address the negative issues that surround the internet, social media and the impact they can have on individuals. Online bullying, internet dependence, sexting and pornography addiction are some of the issues highlighted in a safe, secure and respectful manner. 

    What you need to know:

    • 45 minute show, 45 minute workshop. School timetable permitting, the show and workshop can be repeated twice in a school day to different audiences
    • aimed at school years 8-10 (no maximum number)
    • touring dates: 29 January to 16 February 2018
    • performance fee for a day: £750 + travel costs + VAT (team of four actors and a technician)

    Come along to a post-16 information day

    Are you supporting students with learning disabilities? Find out what support and opportunities are available when leaving school.

    Come along to the Mountbatten Centre on 18 October between 10am and 3pm, where you can meet colleges, social enterprises, health and independence services, work finding services, services for people with very complex needs and services that support people with autism and behaviours that challenge.


    Finance

    The following financial courses will be taking place during October 2017.

    5 October 2017 - Preparing for Audit - 1.30pm to 3.30pm
    This session will provide attendees with an understanding of how to prepare your school for audit visits

    The sessions will include:

    • guidance on the Internal Audit programme, which is followed to identify effective financial management controls are in place and operating
    • a detailed review on the 10 areas covered in the Schools’ Internal Control check list
    • a review of common high risk areas identified from previous audits across mainstream schools.

    12 October 2017 - Schools Financial Value Standard (SFVS) - 1.30pm to 4.30pm
    This session will provide attendees with an understanding of SFVS and the tools to help prepare your school’s annual return.

    The session will include:

    • the importance of SFVS and the role of the Governing Body
    • an in-depth review of the SFVS Framework with guidance to help you ensure your school has strong governance arrangements in place
    • tools to aid the completion of your schools SFVS return.

    School Funding Formula Consultation 2018-19

    The Department for Education (DfE) released the 'Schools revenue funding 2018-19 operational guide' in August 2017. The guide describes how the government intend to move to a National Funding Formula (NFF) for schools over the next two years and the changes needed to transition to the NFF.

    The Children, Families and Education Finance Team have been preparing the first phase of a two phase consultation which aims to seek the views of schools in regards to any changes to our local formula and what schools feel is the best method of transitioning to the NFF. This will be circulated to schools shortly.

    And finally...

    Support for school breakfast clubs

    FareShare is a UK-wide charity fighting hunger and food waste that can help school breakfast clubs save costs and offer a nutritious and varied range of food. They provide food for almost 22 million meals a year and support nearly half a million people every week. All the food they distribute is in date and good to eat, but is surplus to supermarket requirements, for reasons such as over-ordering or changes to branding. 

    You can become a Community Food Member from £16.25 per week. For this you could receive breakfast cereals, bread and morning goods, fresh fruit, yoghurt, milk and cheese, among other products.
