Welcome to this month's bulletin!

Welcome to the last schools bulletin of the 2016/17 academic year. 

It's been quite a year to look back on and there are plenty of things we can celebrate. 

The provisional results for Early Years Foundation Stage, Key Stage 1 and Key Stage 2 are now available and reveal an improvement across all key stages. Provisional Key Stage 2 results, for example, indicate that more children in Portsmouth are achieving at least the expected standard in Reading, Writing & Maths combined - increasing by 8 percentage points from 48% in 2016 to 56% in 2017. 

We have had a number of Ofsted inspections during the year.  The majority of these have been very positive. Since September 2016 the number of pupils attending good or outstanding schools in Portsmouth has increased from 16,200 to 19,200 (18% increase).  88% of inspected schools are now good or better.

The announcement this week by the Education Secretary, Justine Greening, that an additional £1.3 billion for schools funding over the next two years will be made available is welcome news, together with confirmation that the new National Funding Formula (NNF) will be introduced in 2018.  What this means for Portsmouth is unclear but our expectation is that Portsmouth will gain through the NNF and the additional funding on top of this will hopefully improve things further.  It is worth noting that he Education Secretary also confirmed that the PE and Sports Premium for primary schools will increase from £160 million to £320 million in the next academic year.  Again, welcome news!

This week the Portsmouth Education Partnership launched a consultation around the Education Strategy for Portsmouth 2017 - 2020, details of which are given in the bulletin. I would very much welcome your feedback and comments prior to the strategy being published in October.  A short two page summary will follow, which will be distributed more widely, a copy of which will be available in the next bulletin.

Good news...

School library service

Portsmouth Book Awards 2017

The School Library Service believes that 'reading mileage' is a major factor in improving literacy so we organise exciting, large scale events to inspire young people to read more.  As well as running our annual programme of 'Meet The Author' visits and primary and secondary literature quizzes, every year, thousands of Portsmouth pupils vote for their favourite book in three different categories:

The Picture Book Award was voted for by over 2000 Year 1 pupils from 34 schools and this year's winner was 'Quick Quack Quentin' by Kes Gray and Jim Field.

The Shorter Novel involved over 1700 Year 5 pupils from 27 schools and was awarded to Richard Joyce in a packed Kings Theatre for 'Mr Baboomski and the Wonder Goat'.

Around 130 Year 8/9 secondary school pupils from 12 schools voted for 'The Bubble Boy', by Stewart Foster.  Stewart received his award at an exciting ceremony in Action Stations in the Historic Dockyard.

Good Ofsted for Copnor Primary School

Congratulations to Copnor Primary School on gaining a 'Good' Ofsted inspection result after inspectors visited on 21-22 June. 

The inspectors praised the dedicated team of leaders and managers at the school who have had a considerable impact on raising standards.

Music Hub Cats

World premiere performance for young singers!

Bombay's Big Adventure - a show produced by the Portsmouth Music Hub - showcased a range of songs written by the Music Hub's composers at a performance at the New Theatre Royal on Friday 30 June and told the story of Bombay the cat's adventures in Portsmouth in a brand new musical for the city. 

The show was attended by proud parents, the public and the Lord Mayor of Portsmouth. Over 200 children from 7 schools sang their hearts out to songs linked to iconic venues around the city. There was also a surprise visit on stage by Bombay the cat who was sporting a very classy bow tie!

Carnival Parade

On Wednesday 5 July 8 schools came dressed in carnival costumes, with masks, flags, drums, streamers and whistles and took part in a Latin American Carnival in the Guildhall Square. The carnival procession of dancing, chanting, singing and flag waving took the children around the Guildhall Square and into Victoria Park. 

Portsmouth Music Hub produced the event bringing together artists and musicians to celebrate the cultural diversity and creativity in the city.

Education Strategy for Portsmouth 2017-2020

The Portsmouth Education Partnership has launched a consultation to encourage feedback and comments on the draft Education Strategy for Portsmouth 2017 - 2020.  You can access a copy of the strategy and how to respond to the consultation below.  The closing date for responses is Friday 22nd September 2017.

Global learning - a partnership with The British Council

Through the Portsmouth Education Partnership, we are seeking to develop a strong relationship with the British Council to realise the benefits that the British Council can bring to Portsmouth through international education work.  A short summary of the benefits and an overview of how schools, staff and pupils can access international education through the British Council can be accessed here.

We are keen to work with the British Council and agree a tailored programme of work for Portsmouth which is relevant to Portsmouth's schools and which will encourage all schools in Portsmouth to participate in some shape or form.  A similar and very successful arrangement has already been developed for Plymouth.

To this end we are proposing organising a workshop with the British Council and would like to invite Headteachers / senior leaders / subject leaders from schools who would have an interest in developing this further through the Portsmouth Education Partnership.  The workshop will be held on 29th September, 9.00 a.m. - 11.30 a.m. in Conference Room A, Civic Offices.  If you are interested in taking part in this workshop please contact Kelly Rooker kelly.rooker@portsmouthcc.gov.uk by Friday 28th July to confirm so we can make the necessary arrangements.

Revision of the Portsmouth Anti-bullying Guidance and Resource Pack

The Portsmouth Anti-bullying Guidance and Resource Pack will be revised over the summer and published in October.  John Yates-Harold will be leading this work and will be incorporating case studies of best practice from schools as well as updating the art work.   John is also working on a new tool kit which can support transgender and gender questioning children and young people in Portsmouth's schools and colleges.  The tool kit will also be published in October.

Replacement of Discoverer Reporting Tool - New Payroll Reports

    A reminder that from Autumn Term 2017, Oracle's existing Discoverer Reports will be phased out and replaced by alternative reports as Discoverer is no longer a supported product. 

    Within the 'EBS Systems and Information and Help Section' on the intranet, you will find a new section on Guidance Notes for New Reports that are currently being developed to replace Discoverer Reports.  Can you please trial them from June month end and let us have your feedback on how well they meet your business requirement, to the 'Corporate Resources & Systems - Finance' mailbox (CorporateResources&Systems-Finance@portsmouthcc.gov.uk ). All user feedback will be considered in the context of the overall business requirement. 

    This section will be added to over the coming months once new reports have been developed and tested.

    Defibrillators

    Following a request in the Schools Bulletin last September, can any schools who have a defibrillator please email defib@portsmouthcc.gov.uk to notify of this. Please also confirm whether it's static (inside the school building) or public access (in a cabinet on the outside of the school building). This is to ensure that the ambulance service has a full list of defibrillators in the city, and to help the Public Health team identify gaps where new defibrillators could be added.


    Early Years 30 hours


    Childcare for three and four year olds

    Working families (earning more than the minimum wage and less than £100k a year) of three and four year olds are eligible for 30 hours free childcare.  Parents must apply before 31 August to get this from September.

    Parents can check if they are eligible and apply online via: www.childcarechoices.gov.uk and more information about childcare provision is available on our website: www.portsmouth.gov.uk search childcare.

    Are You Sorted? - Service Closure

    Are you Sorted?, the health and information advice service for young people under 20 in Portsmouth, will no longer be operating from this point . This is due to a service redesign with the closure of the standalone Public Health delivery team and the launch of the new Early Help and Prevention Service, which is designed to provide wider support to young people and their families.

    The website, areyousorted.co.uk, is being updated to reflect that the service itself is no longer running but the site will still signpost to other local and national support services for young people temporarily. This will be until December 2017, when the website will no longer be active.

    Please could you remove any materials that you have promoting 'Are You Sorted' in your school e.g. posters, postcards, leaflets, etc. This includes materials for campaigns around Legal Highs and the Peer Educator smoking posters which direct young people to areyousorted.co.uk. If a child needs support with health issues such as smoking, substance misuse, sexual relationships etc. please speak with your school nurse or you can fill in the inter-agency contact form which will identify appropriate support. For the next 5 months, you can also use the Are You Sorted? website to find alternative support for young people.


    The Governance Directory

    The Governance Directory provides information on a range of sources to support governance in Portsmouth. The Directory is relevant to maintained schools and academies and is a key component of the Council's sign-posting role to support governors as they fulfil their role in schools and academies.

    Portsmouth City Council offers training sessions for governors/trustees on a range of topics. Training will include local or national developments in relation to the topic and also set the topic within the Portsmouth context (i.e. local policy, practice, data). The first section of the Directory explains what is on offer. Register your interest for a training session by emailing the listed contact. The training facilitator will gather details of those interested in a training course and arrange a mutually convenient date/time. All courses are priced at £43 per person for a half day or twilight session, and £86 per person for a full day session.

    The Governance Directory has been emailed to headteachers in maintained schools and academies (to share with their governors/ trustees) and to all maintained school governors on the Council's database.

    Fischer Family Trust (FFT) Aspire Sessions

    As a part of our SLA, Education Information Services provide access to FFT Aspire. To support schools with using the system, we will be providing free training for schools this autumn.

    Introduction to FFT Aspire

    On Wednesday 4th October 2017, there will be 2 introductory sessions for primary schools (one morning, one afternoon).

    These are presentation-led overview sessions, intended to be an "Introduction to FFT Aspire". This is aimed at those completely new to, or with very little experience of, FFT Aspire.  The session will take users through the menu, dashboard, screenshots and how to navigate around the site with a basic introduction to Value Added and statistical significance.

    Analysing attainment and progress data in Aspire

    On Tuesday 5th December 2017, there will be more advanced sessions aimed at those with more experience of FFT Aspire. This will include looking into the data in more detail using School Dashboards. The morning session will be designed for primary schools, whilst the afternoon session is for secondary schools

    All of these sessions will be held in the Civic Offices. Further details, including how to reserve places are to follow by email before the end of term.

    Whilst the sessions above are free, FFT are also hosting additional Autumn Roadshows at the Grand Harbour Hotel in Southampton on Thursday 5th October, at a cost of £95+VAT.

    All Together Anti-Bullying Programme

    The Anti-bullying Alliance is launching the All Together Programme in Portsmouth. 

    Participating schools will have access to online anti-bullying resources, bespoke action planning tools and CPD certified training to help schools achieve All Together School status.

    10 Minute Shake Ups are back!

    10 Minute Shake Ups help kids achieve the 60 minutes of physical activity they should be doing each day.  

    Packs should have been delivered to all state funded primary schools, which contain materials to use in class and a passport with stickers to send home with children so that they can record their activity over the summer.

    Disrespect Nobody

    The Disrespect NoBody teaching resources on preventing teenage relationship abuse have been updated. 

    They now include two new discussion guides: one for those working with 8-12 year olds and one for those working with 16-18 year olds, as well as three updated lesson plans covering relationship abuse, consent and sexting.

    Portsmouth Inclusion Conference 2017

    Register now for early bird tickets for Portsmouth Inclusion Conference on Thursday 12 October 9 am - 4 pm at Portsmouth Marriott Hotel.

    This year's focus is on social, emotional and mental health.

    Key note speakers will be Louise Bombèr - author and director of TouchBase and Robin Banerjee - Professor of Developmental Psychology at the University of Sussex.

    Plus a range of workshops on the theme of social emotional and mental health, including social communication and relationships, nurture groups, autism and online safety.

    The Hidden Project

    The Hidden Project aims to reach out to a young audience, to offer a space to explore and discuss the refugee crisis.  Project participants will engage with a high quality professionally produced 60 minute play, which is being developed in collaboration with the young people who participate in the associated workshops.  Hidden is touring to schools in the Portsmouth area in October 2017 and will be running 3 workshop dates - 19 October (pm), 20 October (am), 20 October (pm).

    The workshops are aimed at Years 7-13 for a class size between 10-35. There is a contribution fee of £350 per workshop to cover fees, travel and accommodation.

    Race For The Line!

    The RAF are funding Year 7 learners to take part in the Micro:bit Model Rocket Car Competition - Race for the Line.  The goal is to support 200,000 year 7 students to design, build and race model rocket cars across school playgrounds in 2018.

    The goal is simple – the fastest team at each school race day is invited to the Regional Finals in Spring term 2018.  The fastest team at each regional finals is invited to the national final in June 2018 and the winner will be the fastest car on Finals day.

    Schools are supplied with the STEM teaching and learning resources to support the year 7 curriculum and rocket car kits for all year 7 students to compete.

    The goal of this initiative is to inspire all students, not just the already engaged STEM clubs so you must register all your year 7 students to benefit from the sponsored resources!

    Financial Training and Development Brochure 2017-18

    The new financial services training programme for the academic year 2017-18 has been sent electronically to all Head Teachers, Finance Officers and Governors on Friday 16 June.   .

    There is an opportunity to purchase a subscription package which provides schools and academies with attendance at up to five training events at a cost of only £219.

    All courses are now available on the Traded services website.  Please remember that if you are intending to subscribe to a package please do this prior to booking any courses to enable your discounts to be applied.


    GL600 - Schools Consistent Financial Reporting

    Just to let you know that we are in the process of submitting the CFR return on behalf of schools.  Once complete the GL600 summary and detail reports will be sent electronically to the Chair of Governors, Head Teachers and Finance Officers.  Schools can expect to receive these by the end of the Summer term.  Please note that these will no longer be sent as hard copies in the external post.


    IR35 Coding for Consistent Financial Reporting

    The following code has been set up for any people engaged by the school that fall in scope of IR35 and invoices have to be sent to payroll for processing:

    Account code                    1001.  (basic pay)

    Local Cost Centre -          add if required or use default "0"

    Local Account Code         E1463  (Contingent Workers IR35)

    The HR form has been amended for you to add a Local Cost Centre if required and the above Local Account Code.   The Account code will always be 1001 so you will see the expenditure in the direct employee section at the top of the BB502/BB501.

    Animal Agents Reading Challenge


    Summer Reading Challenge 2017

    'Animal Agents', this year's Summer Reading Challenge, will launch in all Portsmouth Libraries on Saturday 15th July.  Public library staff will be visiting primary schools in the run up to the summer holidays to encourage children to take part in this free activity.

    Once again children who read 6 books over the summer holiday will be invited to a special winners' event at Southsea Castle on Sunday 17th September, to receive their certificates and medals.
