Reducing crime by a further 40 per cent over the next four years and more prevention work to reduce fires and road deaths are challenges contained in the Police, Fire and Crime Commissioner for Essex’s Police and Crime Plan 2024-2028 and Fire and Rescue Plan 2024-2028, launched Monday 4th November 2024.
Roger Hirst, Police, Fire and Crime Commissioner (PFCC) joined Chief Constable BJ Harrington of Essex Police in Witham, and Chief Fire Officer Rick Hylton of Essex County Fire and Rescue Service on a home prevention visit, to launch the plans for both services.

Essex County Fire and Rescue Service (ECFRS) has published its Annual Report and Statement of Assurance for 2023-24, offering a detailed overview of the Service’s efforts to protect and serve the residents of Essex over the past year.
This year’s report highlights ECFRS’s continued focus on safety, along with key developments in prevention, response and service improvements across the county.
Roger Hirst, Police, Fire and Crime Commissioner for Essex, said: “Essex County Fire and Rescue Service has continued to make progress over the past year with further improvement in its prevention, protection and response services. The latest His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) inspection, published in March 2024, graded the Service as ‘good’ at preventing fires and other risks."

The Police, Fire and Crime Commissioner (PFCC) for Essex is asking county residents for their policing and community safety views to identify public appetite in maintaining the current strength and ability of Essex Police and Essex County Fire & Rescue Service to keep communities safe.
To hear those views, all residents, businesses and people who work in any Essex district are asked to complete the PFCC Precept survey for the financial year 2025/26. This survey is now live and takes about five minutes to complete.
You can complete the survey here: https://www.smartsurvey.co.uk/s/AVQK66/
Your views will then feed into the Essex Police and Essex County Fire & Rescue funding process for the financial year 2025/26.
Roger Hirst, Police, Fire and Crime Commissioner, said: “This is your chance to have your say. With your support we have invested in Essex Police by placing more officers in your communities and we want to make sure those officers are in a position to get crime down."

The consultation, now open, invites anyone who lives, works, or visits Essex to share their views on proposed changes that will be included in the Community Risk Management Plan (CRMP) for 2025-2030.
Earlier this year, thousands of Essex residents provided feedback on the Police, Fire and Crime Commissioner’s (PFCC) priorities for the fire service, which informed the development of the PFCC’s Fire and Rescue Plan. The CRMP is the next phase, detailing how ECFRS will turn this strategy into action.
The CRMP will outline how the Service plans to identify and manage risks across Essex over the next five years, focusing on emerging risks and how proactive prevention and education will build safer, more resilient communities.
