The Economic Development Team at PCC covers a huge remit, from managed workspaces at City Business Park and East End Business Centre to the Box and responsibility for developing and delivering the economic strategy for the city.
This year we wanted to take the opportunity to take stock of what has been achieved across the portfolio in a snapshot of some of the major wins for the city. This is by no means an exhaustive list.
- Jobs in the city has grown by 6,000 since 2020 to 116,000 a significant jump and step in the right direction to meet our overall growth aims as a city
- Derriford District Centre is off the ground, unblocked by council forward funding of £20m
- £22m investment into Millbay Port Improvements with work starting in January to reinforce the quay side and provide shore side electric power, enabling the port to handle shipping containers
- £7.5m secured for the SW area to create the UK’s first Maritime and Marine Launchpad with Innovate UK
- Launched the Shared Prosperity Funded Business Support Package for the city
- £25m investment from NHS England to create a new Community Diagnostics Centre on land at Colin Campbell Court
On the delivery side we have a number of key developments coming to critical moments of delivery in our £800m development pipeline including: Brickfields sports and well being hub, Derriford District Centre, Community diagnostic centre at Colin Campbell Court, Civic Centre residential conversion, Oceansgate innovation centre, Langage employment land, Embankment road hotel scheme and our first EV charging station on Outland road.
Two contracts, worth collectively over £100 million, have been awarded to Babcock to support the development of the UK’s future nuclear deterrent. The first, worth £66 million, has been awarded to Babcock to provide in-service submarine support expertise into the development of the UK’s Dreadnought Class submarines – the future of the UK’s nuclear deterrent. Covering the next 4.5 years, the contract will see Babcock provide the Ministry of Defence with technical and management support, engineering best practice and submarine maintenance achievability.

BIT Security has successfully delivered screening services for four years, supporting clients with their UK defence, and pre-employment screening requirements. Leveraging the expertise gained in this domain, BIT Security extends its friendly and professional screening services to Plymouth-based organisations.
Support programme tailored to help businesses be more aware of the needs and requirements to be more environmentally conscious. The support should enable businesses to put their businesses on the track towards decarbonisation through the completion of decarbonisation plans and subsequent actions.
Start-up business support
Support for pre-start businesses looking to create and generate business ventures, the business support specification would ideally be tailored to specifically fund business start-ups/owners operating within minority groups i.e., BAME businesses and/or supporting women into business.
Delivery is expected to commence Monday 13 November 2023 until March 2024.
Support that could model current business support like Thrive Business Support (available until July 2023). A service that could target sole traders, Micro and SMEs. This could include a range of delivery methods including 1:1 support, advice and guidance and 1 to many workshops; all designed to support and encourage business growth within the City.
Delivery is expected to commence Monday 13 November 2023 until March 2024.
Kick Off in Business is a fully funded, one week course available to adults (19+) who are interested in exploring the option of self-employment or starting their own business. The programme is primarily designed to support those either at an early, embryonic stage in their business venture, or at the pre-start stage, however they can have already started their business or registered as self-employed. This online course is completely free and can be enjoyed from the comfort of their own home.

Our Technology Developer Accelerator Programme (TDAP) is here to help accelerate early-stage transport technology concepts to market. Through TDAP, we provide up to £170,000 of combined grant funding, technical support and business mentoring to help start-ups, spinouts and SMEs bring their innovations to life.
