Four key areas of Plymouth could form part of an investment zone, helping to supercharge the city’s growth and development ambitions and create high-value jobs.
Millions of pounds of investment could be on the cards together with the prospect of over 1,500 jobs and the development of housing and commercial sites in:
- City Centre
- Union Street
- Millbay
- Cattewater
The Council has this week submitted its expression of interest to the Government. In addition the Plymouth and South Devon Freeport is also applying to become an investment zone.
Plymouth was one of the first authorities invited to work in partnership with the Government to create an investment zone to attract investment and unleash growth.
A knowledge centre where people can learn more about the city centre regeneration plans will be installed just north of the Sundial as plans for the new-look Armada Way progress.
A temporary unit will erected so that shoppers, businesses and visitors can view displays of how the city centre will look as well as talk to the teams behind the development. The unit will be place for the duration of the works on Armada Way and will double up as a welfare compound for the team working on the project.
A delivery agreement is being authorised his week enabling contractors Morgan Sindall to go ahead with setting up the site at the beginning of November.
The centre will have detailed information about all the planned City Centre public realm projects – including Old Town Street and New George Street – and will be in place until March 2024.
Representatives from across the region’s maritime industry gathered at City College Plymouth on Monday 10 October to renew commitments to work together for the sake of the region and beyond.

Plymouth Marjon University welcomed the Lord Mayor of Plymouth to its campus to declare open its Ground Source Heat Pumps, bringing the University closer to its carbon-free 2030 target.
The Lord Mayor of Plymouth, Councillor Sue Dann, officially opened the University’s Ground Source Heat Pumps after a 12-month project totalling £5.3 million. The project was funded by Salix, an organisation delivering government funding to the public sector, and was one of the largest non-domestic Ground Source Heat Pump projects in England.
In March 2019 Plymouth City Council announced a climate emergency, closely followed by Plymouth Marjon University. Since then, the University announced its visionary ‘Marjon Zero’ project which strives to make Marjon carbon-free by 2030.

eBay UK Launches Circular Fashion Innovators Fund
eBay UK has announced a partnership with the British Fashion Council to launch the Circular Fashion Innovators Fund, supporting small businesses specialising in circular fashion solutions.
The Fund hopes to bring new technology and services to the market that can help people think and shop differently, with a particular focus on areas such as customer experience, circular inventory and services, and social commerce.
The fund makes £100,000 available for companies providing circular fashion technology. A shortlist of ten businesses will be invited to pitch to a panel of industry experts, who will then choose the six overall recipients of the funding. Each of the six winning businesses will be awarded a £15,000 grant, and a final overall winner will receive an additional £10,000.
The deadline for applications to be submitted is 3 November 2022.
Uber Launches Fund for Black-owned Restaurant Businesses
The Uber Black Business Fund aims to help Black-owned businesses in the restaurant industry that are experiencing financial pressures. Evidence shows that Black-owned businesses in particular are facing disproportionate challenges in accessing the finance they need.
The Fund is targeting food and drink firms because of the unique challenges they are currently experiencing. Many still recovering from the effects of the COVID-19 pandemic are now facing rising supply and energy costs.
A total funding pot of £250,000 will be distributed to Black-owned restaurants that need additional financial support. Twenty five restaurants will each receive £10,000, as well as access to mentoring from Enterprise Nation, to help boost their businesses. The money can be spent on professional services and/or equipment that will help a business grow.
Applications will close on Friday 25 November 2022.
€1m Global Change Award Addresses Fashion Industry's Environmental Impact
Fashion retailer H&M’s Global Change Award aims to find, support and scale disruptive ideas that can protect the planet and turn the fashion and textile industry into a ‘planet positive’ one. The programme is supporting innovators who can transform fashion and change the way it is seen, worn, and made.
Five winning teams will share a grant of €1 million (each winner receives €200,000). They will get access to a one-year-long GCA Impact Accelerator which includes coaching and support from the H&M Foundation and its partners Accenture, KTH Royal Institute of Technology and The Mills Fabrica.
The deadline for applications is 8 December 2022.
IUK Launches Railway Construction Innovation Phase 1 Competition
Through this competition, Innovate UK (IUK) is investing in projects to propose, deliver and demonstrate innovation in railway construction. The aim is to support initial feasibility studies outlining how applicants would deliver a demonstration of innovation in railway construction to the Global Centre of Rail Excellence (GCRE) site facility.
Up to £575,000 has been allocated to fund innovation projects in this phase 1 competition. Each project’s total grant funding request for the feasibility study must be up to £25,000.
The deadline to apply is 14 December 2022.
Commercialising Connected and Automated Mobility Supply Chain Competition Launched by IUK
Through this competition, Innovate UK (IUK) will invest in projects to develop Connected and Automated Mobility (CAM) technologies, products and services into commercial offerings to exploit early and medium-term commercial markets in the UK and abroad.
The aim is to target early commercial self-driving vehicle opportunities and support the UK supply chain to grow and fill technology gaps necessary for their deployment.
Projects must strengthen the capabilities of the sovereign UK CAM supply chain. They must improve the safety and security of CAM, filling specific technology gaps, improving performance, reliability and scale-up opportunities in the UK and globally.
Up to £16 million has been allocated to fund industrial research, and experimental development projects. Funding will be in the form of a grant. Each project’s total grant funding request must be between £200,000 and £2 million.
The deadline for applications is 11 January 2023.
