
Longitudinal Education Outcomes (LEO)
We are pleased to announce applications can now be made to access the Longitudinal Education Outcomes Iteration 1 Standard Extract (LEO I1SE) in the ONS Secure Research Service (SRS) via the Research Accreditation Service (RAS). LEO is a de-identified, person level administrative dataset that brings together education data with the employment, benefits and earnings data of members of the public.
This is a unique source of information with the potential to provide transformative insight and evidence on the longer-term labour market outcomes and educational pathways of approximately 38 million English learners. Being able to analyse these longer-term labour market outcomes together at person level enables a major leap forward in the assessment of education policy and provision, and with greater accuracy than ever before.
All project applications for the LEO in the SRS will:
- be considered by the data owning departments (HMRC, DWP & DfE), an independent Research Accreditation Panel (RAP) and must meet the Research Code of Practice and Accreditation criteria published by the UKSA
- need to request access to specific variables within LEO using the LEO I1SE Variable Request Form
- not have the ability to onward link to additional person level data (additional non-person level data is permitted).
A user guide will be made available to approved projects within the SRS and a knowledge base “wiki” and FAQ’s, to support applications and research, will be published shortly.
We will not be able to respond to individual questions about the service, however, please do send any questions to leo.programme@education.gov.uk who will answer as many of these as possible in the FAQ’s.

Final call for papers: UK Business Data User Conference 2021 |

Do you use UK Business Surveys or ONS business data for your research?
Submissions are open for the UK Business Data Conference 2021.
This free conference, organised jointly by the UK Data Service and Office for National Statistics (ONS), will be held online on 21 September 2021. The event provides the opportunity for users to engage with producers of business statistics and to hear about and discuss priorities for the next few years.
The programme will feature a range of presentations from ONS, UK Data Service and researchers from across academia and government who have used UK secure data covering the areas of business, industry and trade.
We invite offers of presentations based on analysis of ONS data addressing activities of businesses, trade and industry in the UK, covering the production and trade of goods and services, sales by retailers, characteristics of businesses, the construction and manufacturing sectors, and international trade.
Please send offers of a paper, including your name, institution, a title, the business data you used, and an abstract of no more than 300 words (setting out the aims, methods, and any challenges), to ukdstraining@manchester.ac.uk by midnight on Sunday 18 July.

Coming soon to the SRS
Coronavirus Infection Survey Combined Vaccination Data
This release contains ONS derived vaccination information for participants in the Covid-19 Infection Survey (CIS). The Combined Vaccination data has been derived from the National Immunisation Management Service (NIMS) where this was available; and from the responses in the CIS questionnaire where NIMS records were unavailable. The file contains variables relating to Covid-19 vaccination status, dates and types of vaccines, and a column of CIS IDs. The IDs can be used to link to the CIS extract file which is also available in the SRS. This linkage is intended to provide a richer source of vaccination information for CIS respondents and enable analysis on vaccine efficacy.

Case Study of the Month
The Coronavirus Infection Survey
Following the onset of the Covid-19 outbreak in the UK, it was crucial to understand how Covid-19 was spreading across the population in order to control the pandemic and its effects.
To assist the government’s response, ONS, in partnership with the University of Oxford, the University of Manchester, and Public Health England, set up the Coronavirus Infection Survey. It was launched in April 2020, to measure:
- How many people across the UK test positive for a Covid-19 infection at a given point in time;
- The average number of new infections per week over the course of the study;
- The number of people who test positive for antibodies, to indicate how many people are ever likely to have had the infection.
The research was commended for the ONS Research Excellence Award 2019.
