Welcome to the March edition of the migration and population statistics newsletter, which includes news on recent and upcoming releases and events, and updates on the work we have been doing in the last quarter.

Look out for the next edition in June 2020.

COVID-19 and the production of statistics

ONS is working to ensure that the UK has the vital information needed to respond to the impact of this pandemic on our economy and society. We will need to ensure that information is provided faster, using new data sources and changing how our surveys operate, to ensure we provide the information necessary as the situation unfolds. We will keep users informed.

International Passenger Survey (IPS) Fieldwork

Putting the safety of the public first we have suspended all face-to-face interviewing to minimise social contact. This inevitably includes the International Passenger Survey. The change is effective from 17 March 2020 and will continue for the foreseeable future.

We will be able to include the latest IPS data in our migration and travel & tourism estimates in the coming months. In the meantime, we are working across government to explore alternative data sources to substitute as much as possible of the information the IPS usually collects, to cover the period while the survey is not operational.

We will also continue our transformation work on migration, which aims to put administrative data at the core of the statistics. Relying less on surveys and more on administrative data based estimates is part of our long-term plan, so we are accelerating our work in this area to provide the best possible estimates.

We will keep you up to date with further news and developments as soon as possible, but if you have any concerns or questions, please do get in touch.

Adhoc analysis

On 24 March 2020 we published data on the geographical distribution of the over 70s: Where do over-70s live?. We expect to publish further analyses to help inform the COVID-19 response. You can find the latest data and analysis on coronavirus (COVID-19) in the UK and its effect on the economy and society on this page on our website.

Population and migration statistics transformation

On 14 February we published a series of articles reviewing the way we measure and define concepts such as long-term migration (see section 3 of the overview). These focus particularly on the opportunities that new data sources give us to provide a richer and deeper evidence base and will feed into our plans for transforming migration statistics between now and 2023. We are keen to get your feedback on the direction of this research, so please get in touch at pop.info@ons.gov.uk.

An update on our Short Term International Migration statistics

To align Short-Term International Migration (STIM) estimates with the transformation programme, we have reviewed what we are due to publish in May 2020. For more information please see section 2 of the overview.

New ONS Twitter account @ONSFocus

On 27 January ONS launched a new Twitter account, @ONSFocus. @ONSFocus is the official platform for news and discussion about what’s happening at the ONS. It is designed for everyone with an in interest in the numbers that matter most and how they are produced. While the main @ONS account will continue to be the place to find out statistics, the new channel will be the place for talk about the ONS itself.

Sexual Orientation, UK:2018

On 6 March we published Sexual Orientation, UK: 2018. This release contained estimates of sexual orientation by region, sex, age, marital status, ethnicity and socio-economic classification. Please note the historical figures in this bulletin have been revised from previous publications. Information about these revisions is included in the ‘Measuring the data’ section of the bulletin.

Note on the difference between ONS population estimates by nationality and Home Office European Union Settlement Scheme (EUSS) statistics

On 24 February we published a technical article explaining why you need to be cautious if you want to compare the ONS population estimates by nationality to the Home Office European Union Settlement Scheme (EUSS) applications data. The note summarises what each set of statistics cover, the insights and value that can be drawn from them, then goes onto explain the main differences between them and why it is not possible to make a truly like for like comparison.

Subnational population projections for England: 2018-based

On 24 March, we published the 2018-based subnational population projections for England, which go down to local authority and clinical commissioning group level. As well as the main (principal) projection, we have included variant projections to allow users to consider scenarios with alternative future levels of migration. The projections have a wide range of uses in planning – for example labour market, housing, health and education.

The publication also included information on the timing of future projections. We expect to publish the 2018-based subnational household projections for England in early summer 2020. However, we are proposing not to do 2020-based population or household projections. Instead we will wait until the updated base population is available following the 2021 Census, and then produce 2021-based projections. We would welcome any views on this approach.

Migration Statistics Quarterly Report: February 2020

On 27 February, we published the latest migration statistics quarterly report (MSQR) for the UK.

The MSQR provides our best overall assessment of international migration based on all relevant data sources.

Also released was an update of the progress with the preliminary adjustments for long-term international migration statistics so far, which includes a summary of our main areas for further research and development and a request for feedback.
