Work set to begin on Library Square improvements

Works to renovate Library Square in Barnstaple are set to begin later this month. Improvements to the square off Tuly Street begin on 17 April, and will see the current public space updated to make the space more fitting with its setting below the scheduled monument of Castle Mound. The works include the addition of planting in raised beds which will create a natural border around the square, while the edge of the square which borders the bottom of the monument will be rounded to follow the line of the former moat. Benches in the square will be refurbished and repositioned by North Devon Council's parks team, who will also install cycle racks and refurbish the bins and lamp posts in the vicinity. The council is also tendering for an artist to create an art installation for the square which will provide seating. Contractors Dan Perrin Landscaping will be carrying out most of the landscaping work, which will be overseen by a representative from South West Archaeology due to the square's proximity to the heritage site. Planters, shrubs and trees are provided by Bailey Street Furniture. The £62,636 scheme has been fully funded by section 106 contributions from developers, which provide community and social infrastructure. The works are due to be completed by the end of June and are anticipated to cause minimal disruption. Library Square will remain accessible throughout, although small sections will be closed off to allow works to be carried out safely, and some benches will be removed to allow for their refurbishment.
Under Section 106 of the Town and Country Planning Act 1990, contributions can be sought from developers towards the costs of providing extra community and social infrastructure as a result of the impact of a new development in the area. These contributions can only be used for certain things, but are used primarily for public open space projects. |
