The SEN Service works closely with schools, parents, and specialist services from education, health and social care to ensure the effective placement of children with Special Educational Needs in schools and other settings.  We are looking for a knowledgeable and resilient person to help the team devise and implement a consistently low cost high quality educational service for children and young people with the most significant complex special educational needs.

You will need to have a highly analytical approach, enjoy the detail of complex casework in a highly pressurised environment and have sophisticated negotiation and persuasion skills.

You will also need to possess confident and effective communication skills both orally and in writing, with a variety of people at all levels whilst developing close working relationships with City Head teachers, independent providers and parents

You will be part of a strong, supportive team that makes the best of individual strengths, and expects our officers to have a clear commitment to developing creative solutions and achieving positive outcomes for those young people with the highest level of needs, while demonstrating exceptional value for money.

ESSENTIAL REQUIREMENTS:

1.Manage casework and achieve effective outcomes for children and young people with the most significant complex special educational needs within a defined geographical area.  Facilitate and lead a multi-agency approach according to the Children and Families Act 2014, with partner agencies.
2.Work in partnership with all agencies to ensure that children and young people with special educational needs are effectively safeguarded.
3.Ensure that EHCPs and Note in Lieu’s are of a high quality and completed and issued within statutory timeframes defined within the Children and Families Act.
4.Represent the LA at Special Educational Needs and Disability Tribunals (SENDIST) and prepare and submit the LA’s Statement of Case.

Nottingham City Council is one of eight Core Cities in England, with a strong track record in increasing employment and skills for the local economy. This is an exciting time to join the Economic Development Directorate at Nottingham City Council. Working in partnership with central government agencies, education providers and other local authorities in D2N2, you will design and commission programmes to deliver Nottingham’s Skills and Employment Strategy.

As an Employment and Skills Specialist you will manage strategies that remove barriers to employment for all age groups and raise skills and productivity levels in the local economy. You will bring knowledge of the current employment and skills landscape at both a national and local level and have experience of shaping strategies and commissioning programmes to address challenges and leverage opportunities.

ESSENTIAL REQUIREMENTS:

1. To shape and deliver Graduate Retention, Apprenticeships, Health and Work and Employability in Schools strategies for Nottingham

2. To analyse interpret national employment and skills policies, providing evidence-based advice and recommendations to senior management and councillors

3. To develop innovative funding mechanisms for future activity with both the public and private sectors and to work with the Employment and Skills Strategy Manager to proactively secure funding to support employment and skills related activities and services across the city

4. Using professional expertise of the employment and skills agenda, local economy and economic drivers to advise on best practice and provide guidance on complex and contentious issues
