Manchester City Council is committed to working in partnership with our communities, to support them to grow and drive positive change. But who are the ‘City Council’? It’s not just a faceless organisation, but made up of dedicated officers who, alongside your elected members, work tirelessly in and around Moston to create a cleaner, greener, and safer place to live and work.

Cllr Yasmin Dar
Yasmin has been serving Moston on the City Council since 2014. Alongside her Council duties she works with some of the most stigmatised members of our community. Yasmin is a qualified social worker and has worked in the social welfare sector for over 25 years, managing and delivering services. This includes focused interventions to tackle issues around mental ill-health, domestic violence, welfare issues, isolation, antisocial behaviour, as well as the continued rise in homelessness and food poverty.
“As a Socialist, community activist and a long-term defender of our public services, campaigning against government cuts and austerity, I joined the Labour Party. I have been committed to improving community cohesion and changing our community and society for the better. I have been involved in various campaigns, demonstrations and have supported many groups to raise their voice, and lobbied ministers across all political parties. I have years of campaigning experience and raising my voice for peace and equality; against injustice and human rights violations; at a local, national and international level. I joined the City Council as I felt someone like me with my knowledge and experience could make a difference to the communities of Manchester.”

Cllr Julie Connolly
Julie was elected to the City Council in May 2021. Prior to becoming a Councillor, she was employed in Local Government for 38 years. She joined the Labour Party in the early 1980s after becoming politically active in her trade union. She loves to read and watch football, being from the blue side of Manchester.
“I became a councillor because all my working life was in the public sector dealing with people everyday and so to me it became the next stage - listening to the people of Moston and New Moston, understanding their issues and making their voice heard loud and clear to the Council.”
“I lived in the area in my early years and I and my son went to school in Moston. Moston matters to me because it is and has always been a great place to live. It has housing to meet the needs of most people, it has shops, local amenities and good public transport links, but this is not enough. Moston needs to be better for all residents, young and old, from all backgrounds and from all communities. We need Moston and New Moston to keep developing, to keep evolving into a 21st century community we can all be proud of. Our differences make us stronger, and we have more that binds us together than can ever separate us, so Moston Matters, it matters to you and all residents, and it Matters to me. I will always put Moston and New Moston first.”
Cllr Paula Appleby
Paula joined Manchester City Council in May 2015. As a born and bred Mostonian, Paula has lived in the area her whole life, raising her family here. She works at the Manchester College and the past two years has been about getting our young people through their courses and qualified in the most difficult of times. As a very family orientated person, she loves nothing more than spending her time relaxing with them.
“My dad was a Councillor and former Lord Mayor of the City, and I inherited his passion for Moston and for politics and I combine the two being your elected representative.”
“Moston means everything to me, I am totally committed to the area I have always lived in. I want to see Moston and New Moston thrive and become an even better place to live. North Neighbourhood Team
We believe that Moston Matters. Our community matters, our environment matters, our businesses matter, our wellbeing matters, you matter. That why we, the North Neighbourhood Team, launched this community pride campaign, to bring the community together and celebrate everything that makes Moston and New Moston great places to live and work.
The Neighbourhood Team is made up of two Neighbourhood Officers, Nicola and Bryony, and the Neighbourhood Manager Katie. We work closely with residents, businesses and community organisations to address neighbourhood management issues, such as waste, antisocial behaviour and climate change, and work proactively to improve the area. We also support groups to run activities and projects which support the wider community through our Neighbourhood Investment Fund, which awards grants of up to £10k. North Neighbourhood Compliance Team
We all a role to play in keeping our communities clean and looking good. We do this by putting out litter in the bin, picking up our dog poop, keeping our gardens in good condition, and ensuring we send our bulky rubbish to the tip, not just leave it on the street corner.
However, there are those who don’t respect Moston the way we know it should be. That’s where our dedicated Neighbourhood Compliance Team come in! They investigate a range of offences including fly tipping on public land, littering offences, heavily littered or overgrown gardens, dog fouling, business waste, and empty properties. They also investigate highway related issues such as: obstructions (skips, furniture, business stock), cars for sale on the highway, vegetation which is overhanging the highway, fly posting, burning (both domestic and from businesses) and illegal encampments.
Thanks to them these issues never get overlooked. But to do their job effectively they need your help. You can report fly tipping, littering, dog fouling, and any of the issues mentioned above to the City Council by phone via our Contact Centre on 0161 234 5004 or on the City Council website. In November the compliance team responded to and investigated 21 complaints raised by residents in Moston.

Northwards Housing
Northwards Housing are the social housing provider in Moston and New Moston. With hundreds of tenants in our area, they are an important part of the Moston community. Each area has its own Housing Officer who support tenants. Nicola Millar looks after the New Moston tenants, and they are currently recruiting a new officer for the Lightbowne area.
Northwards and their Officers are responsible for the day-to-day management of Councils home in New Moston and Moston. This includes the allocation of properties via Manchester Move, ordering of repairs to properties, and day to day tenancy management of stock. Such as investigating antisocial behaviour complaints, property or garden condition complaints, safeguarding concerns and supporting Domestic Abuse victims. They always ensure, across all case work, that they operate a multi-agency approach with the relevant professional agencies.
Northwards recently worked in partnership with the Greater Manchester Police to carry out a door knock to a block of flats that are experiencing issues with criminality and antisocial behaviour, flyers were issued to each address advising how to report antisocial behaviour and crime issues, should they experience any further incidents.

Waste and Recycling Team
What happens to our waste after we put it in the bin? Who makes sure it’s picked up and taken to the right place? Who makes sure it’s recycled? That would be our wonderful Waste and Recycling Team. Alongside Manchester’s waste contractors Biffa, they make sure everyone’s house is visited by the bin collectors, including picking up recycling, fly tipping, and bulky items from people's homes. They also monitor regular street cleaning and work with Biffa and other partners to provide information on how to reduce waste and recycle effectively This supports the environment and helps tackle climate change.
Recently the team has been supporting waste audits for properties on and near Moston Lane. They will also be door knocking to provide information on how to order the correct bins, when to present, how to use the service properly, and how to report when something goes wrong. In addition, the street cleansing team have out in Moston all last week doing some deep cleaning of specific street which have ongoing litter issues. They've done a fantastic job and the streets are looking fresh and clean, just in time for Christmas.

Greater Manchester Police
Greater Manchester Police are committed to making Moston and New Moston safer places to live and work. Based at Harpurhey Police Station on Moston Lane, Police Sergeant Jeff Pearcey oversees the Moston and Harpurhey Neighbourhood Policing Team.
The Police are in charge of enforcing the law, but that’s not all they do! They’re also committed to engaging and working with the community to tackle ongoing issues such as antisocial behaviour and theft. They’re on our streets to reassure us that they are there to help when we need it.
In November they joined Op Sceptre, a force wide operation to tackle knife crime. This part of the initiative took place at the Manchester College on Rochdale Road. Set up on tables in the reception area, they used literature to educate students on knife crime, as well as utilising Knife Wands so that staff and students could see how this was used, if necessary, to scan people upon entering venues.

Antisocial Behaviour Action Team
Antisocial behaviour can have a huge impact on residents and communities, affecting our mental and physical wellbeing. No one wants to put up with violent, threatening, or hateful behaviour whilst going about their lives, and neither should you. Our Antisocial Behaviour Action Team (ASBAT) are here to tackle these types of issues in our community.
Moston ASBAT Officer, Howard Howard, investigates complaints of antisocial behaviour (ASB) that occur in public places, and in the private-rented and owner-occupied sectors. He provides support and advice to residents, and challenges ASB, taking legal action against perpetrators if necessary. Howard is a former Police Officer, and has covered Moston for many years, so he knows the area really well. He attends meetings with partner agencies, where they specifically discuss Moston issues, and he works closely with the Police and housing providers to make Moston a safer place to live and work.
On Wednesday the 24th of November Howard and his colleague Rob Flint carried out some engagement activities with local businesses on Moston Lane. The aim of the engagement was to make local businesses aware of the service ASBAT offer in tackling and preventing anti-social behaviour, and how businesses can report anti-social behaviour to ASBAT. They want to help reduce ASB in the local area for businesses, aiming to tackle shoplifting, criminal damage and threats/use of violence towards businesses and employees alike.
The engagement activities were extremely positive. By coming together, we can make local businesses safe and thriving places for local residents to shop.
