Local Government Third-Party Spend 2024 Almanac

The Local Government Third-Party Spend Almanac for 2024 offers a view of expenditure and carbon emission data across local government in England.

The Almanac serves as a valuable resource, offering insights that can be used to optimise public procurement and commissioning activities to achieve optimum outcomes. This Almanac covers spend between calendar years 2021 to 2023 and includes a view of:

  • overall third-party expenditure across English local government
  • category and local government-type expenditure
  • supplier expenditure trends
  • carbon emissions analysis.

NEPO Procurement Act e-learning top tips

NEPO have shared their top tips, for operational procurement staff looking to complete the e-learning modules, to help you get the most out of the training, helping you prepare for the reforms coming into place this October:

  • schedule in 2-3 hours a week to focus on a single module
  • have a copy of the Procurement Act 2023 and current regulations to hand
  • record notes as you go to help with your learning
  • progress can be saved at any time in case something comes up
  • if you fail any of the module quizzes, you can always retake them
  • once you've completed a module, the Deep Dive courses will be made available
  • list key topics to discuss with your wider team.

Mission-led procurement and market-shaping: Lessons from Camden Council

Mission-oriented procurement (MOP) recognises the critical strategic role that commissioning and procurement can play in shaping markets that align with government policy goals. Camden Council is embarking on a radical redesign of its procurement policy, to better leverage it as a tool for achieving mission goals.

This project explored how the commissioning and procurement of its Adult Long-Term Care and Support service (‘Homecare’) could support the delivery of its Estates Mission, through the design and test of a prototype ‘Mission Incubator’.

Building a cyber resilient service: Guidance for procurement leads

We have recently published cyber security guidance for directors of council services. These aim to support directors to develop proactive, protective strategies and capabilities to enhance the cyber resilience of their service areas. Procurement services, and teams within your directorate, are supported by a huge amount of data. This amount and type of data makes your service vulnerable to cyber-attacks and means the impacts to staff, residents and council services can be very damaging.

Attackers may be looking to steal sensitive data for resale or to perpetrate further criminal acts, and you will be particularly vulnerable to extortion from criminals who recognise the criticality of this data and the need to keep services running. Building a cyber resilient service: guidance for procurement leads focuses specifically on the issues facing procurement teams.

New Great British Energy partnership launched

The government has announced a major partnership between Great British Energy and The Crown Estate to release investment in clean power. The partnership will see the public sector taking on a new role undertaking additional early development work for offshore wind projects. This will ensure that future offshore wind development has lower risk for developers, enabling projects to build out faster after leasing and crowding in private sector investment.

It will also help boost new technologies such as carbon capture and storage, hydrogen, wave, and tidal energy. Two of the five key functions include a Local Power Plan which will support local energy generation projects through working with local authorities, combined authorities and communities and building supply chains across the UK, boosting energy independence, and creating jobs.
