Impact: The Local Government Graduate Programme 

The refreshed branding for the LGA’s flagship graduate programme has been launched. The announcement of Impact: The Local Government Graduate Programme (formerly the National Graduate Development Programme or NGDP) has had a very positive reception from all stakeholders including graduates, alumni, councils and university partners who have praised the new branding, particularly the clarity of the name. The council sign up window opened on 25 June (earlier than previous years), and councils are now able to sign up or get in touch to discuss recruiting graduates for Cohort 27. Navigating financial uncertainty and building resilience: Guiding principles

The LGA has recently published guidance for councils on navigating financial uncertainty and building resilience. Commissioned from EY, the guide is designed predominantly for local authority finance teams, supporting them to work with members and colleagues across the council to plan and manage finances in challenging times.

Transformation action learning sets 2024/25

Our transformation action learning sets provide a unique development opportunity for councillors and officers to explore work with peers to work through solutions to transformation challenges in an action learning set environment. The first set has been announced for dates in September and October.

Councillor Transformation Network

We are setting up a new Councillor Transformation Network for councillors working in transformation, change and innovation roles. The network will provide members with a forum to discuss emerging issues and trends affecting councils, and hear from each other and guests on policies, programmes and practices. The inaugural meeting of the network will be taking place in November 2024. To join this network please complete our expression of interest form.

LGA/Solace Chief Executives Foundation Programme 

Following the publication of the Local Government Chief Executives’ Development Framework and successful pilot modules, the Chief Executives Foundation Programme is now being rolled out by the LGA and Solace for new and existing chief executives. LG Challenge 2024

Sitting within the Local Government Association's leadership development offer, the LG Challenge serves to develop a new generation of local government leaders. Over a six-month period, ten contestants tackle five real-life challenges in councils across the country.

The fifth and final challenge of this year’s LG Challenge was hosted by Telford & Wrekin Council in early June. The cohort have now been whittled down to four finalists who will be given the opportunity to pitch a project of their own design at the LGA Offices for the 2024 LG Challenge award, hosted by Cllr Kevin Bentley on Wednesday 31 July in the hope of winning the Bruce-Lockhart Scholarship. The four finalists are Hannah Barton, Stroud District Council; Jack Pearce, Buckinghamshire Council; Faith Scott Deuchar, London Borough of Islington and Marelize De Beurs, Basingstoke and Deane Borough Council.

LGA Annual Conference and Exhibition 2024

Tuesday 22 – Thursday 24 October 2024 | Harrogate

Following the Government announcement that the General Election would take place on 4 July 2024, the LGA Board took the difficult but necessary decision to postpone this year’s LGA Annual Conference and Exhibition (then scheduled for that week).

We are pleased to announce new dates for the conference, featuring the Innovation Zone, which will take place 22-24 October in Harrogate.

Join us for he biggest event in the local government calendar. We’ll be discussing the latest opportunities and challenges facing local government – as well as learning more about the latest big ideas and innovations.

Housing Decarbonisation and Retrofit Roundtable  

Tuesday 10 September 2024, 10.00am - 11.45am 

This roundtable has been organised to provide participants with the opportunity to explore how the sector can influence and improve the energy efficiency of housing and assets to deliver mitigation targets within local government decarbonisation and retrofit programmes. It will spotlight presentations from councils with experience and insights on leading the decarbonisation agenda before we progress into a roundtable discussion.

Masterclass: Getting started with Power BI

Monday 16 September 2024, 2.00pm - 3.30pm

This masterclass, which forms part of the Local Government Association's wider support for council performance management, will take attendees through the process of how Power BI works and how to get started on building a dashboard using council performance data. It is ideal for councils who are interested in starting to use Power BI as part of their performance reporting.

Sustainability Action Learning Sets: Sustainable Procurement Series 

November and December 2024

Our Sustainability Action Learning Sets are open to all council officers in England, providing a safe space for officers to reflect, exchange and curate knowledge around delivery projects. For our second series, we will be focussing specifically on procurement challenges facing councils delivering their sustainability targets.

LGA perceptions survey 

We have published our perceptions survey: our annual survey of member authorities, measuring the extent to which councils understand and engage with the LGA and its offer; how they view the LGA and engage with their communications; and specifically their views on and experiences of the support and resources it offers relating to sector-led improvement.

Among the key findings are that 85 per cent of respondents agree that the LGA reflects the values and priorities of local government and 81 per cent feel the LGA keeps them informed. The survey also showed strong support for our work, including the positive impact of the LGA’s improvement support and with our reports and publications, website, events and conferences and bulletins. 96% of respondents, (including Leaders and Chief Executives) fed back that improvement support had delivered positive impacts for their authority.

Leadership Essentials - Transformation

We are delivering a series of Leadership Essentials on Transformation for councillors that will give delegates the confidence, capability, and awareness to shape and lead the transformation agenda within their local areas. The dates for the courses can be found on the LGA Transformation webpage.

Inspire leadership development programme for Monitoring Officers

The Inspire Programme provides structured development opportunities for existing and aspiring monitoring officers. It will develop their leadership skills and capabilities as strategic leaders, supporting their role in the governance and assurance of their organisation, and exploring their relationship with other statutory roles in the golden triangle. Bursaries are available for this programme.

New Procurement Act – What does it mean for you?

In preparation for the Procurement Act coming into force on 28 October 2024, the Cabinet Office has published guidance designed to provide a high level overview of the changes to the procurement regulations. The guidance, shared through video, highlights the key changes between the previous regulations and the Procurement Act, what actions councils will need to take to implement the Act and links to further resources that will help councils to exploit the new flexibilities outlined in the Act. 

The guidance is available to view on YouTube through the Gov.uk website with more detailed information available from the LGA team at procurement@local.gov.uk.

Insights from Client Level Dataset, adults accessing long term support in adult social care

We are pleased to share the first report in what we hope will be a series of reports highlighting metrics derived from the Client Level Dataset (CLD). It covers the first set of published metrics which focused on people accessing long term support at the period end by age group and support setting; and allows users to explore the metrics for younger adults (aged 18 to 64) and older adults (aged 65 and above) for the three main support settings: community care, residential care and nursing care.

The metrics have been updated since with the latest publication on the 11 July and we will also soon be including the comparable annual data from the 22-23 ASC Finance and Activity report (as taken from SALT).

Improving discharge from hospital through data

Integrated care services should make sure that people receive the right care at the right time in the right place. For our growing older population, a lack of integration between health and care services leaves people more at risk of adverse outcomes if they are admitted to hospital and their discharge is delayed.

We have developed a new report to provide a starting point for thinking and discussion about these issues locally. It focuses on the data available at a local authority footprint, including the following metrics published through the Better Care Fund exchange:

  • the number of people discharged to settings other than their "usual" place of residence following a stay in hospital
  • the number of avoidable admissions per 100,000 population.
