Second national analysis of Safeguarding Adult Reviews
The purpose of the second national analysis of Safeguarding Adult Reviews (SARs) is to identify priorities for sector-led improvement as a result of learning from SARs completed between 2019 and 2023, a period of time that included the COVID-19 pandemic.
The analysis builds on the findings of the first national analysis completed between 2017 and 2019, and published in 2020.
Taken together, the analyses provide a significant knowledge base about adult safeguarding in England across all types of abuse and neglect. They highlight both the shifts that have taken place and the challenges that endure.
Our executive summary identifies the headline findings, drawing on the detail contained in the three main reports, and our six briefings are aimed at different key stakeholders, including individuals and families, practitioners, elected members, SAB chairs and managers, senior leaders and SAB chairs and SARs authors.
The learning from the analysis includes priorities for improvements in safeguarding policy and practice across the sectors.
Navigating complexities: Safeguarding adults amidst the cost of living
Through qualitative research we've tried to better understand the impact of winter pressures, the complexities of hospital discharge and the cost of living on safeguarding adults.
As well as identifying areas of commonality, our research highlights areas of pressure and good practice, which we hope will help councils plan and prepare their safeguarding adults’ activity.
Briefing: Commissioning advocacy
Our new ‘Commissioning advocacy’ briefing is aimed at helping councils commission statutory and non-statutory advocacy.
English councils have a legal duty to ensure sufficient statutory advocacy provision for any person in their area.
Non-statutory advocacy covers any advocacy that does not fall under the statutory duties. It can prepare people to speak up and help develop services, policies and procedures that will be effective and will work well for those that need them and use them.
Better Care Fund Support Programme - annual report
The Better Care Fund (BCF) Support Programme supports local areas to deliver the requirements, conditions and metric ambitions set out in their BCF plans.
This is the first annual report produced as part of the contractual requirements of the BCF Support Programme. The report covers the period from March 2023 to March 2024.
Safeguarding bespoke consultancy support
We can provide bespoke consultancy support to 10 local authorities or regions as part of the preparation for the CQC assessment regarding safeguarding adults (Theme 3) or following an inspection or peer review.

Developing an approved mental health professional minimum data set
We've started a project to explore and understand the benefits and feasibility of a voluntary national approved mental health professional (AMHP) minimum data set.
This project is an important ‘proof of concept’ opportunity to co-design and test the feasibility of a sustainable national AMHP data collection. A national data collection could help identify and evidence the value that AMHPs bring to the mental health system.

Supporting adults with a learning disability to have better lives framework: Self-evaluation survey and data set
