Government Commercial College Transforming Public Procurement – time to register
If you haven’t done so already we really do encourage you to sign up and register to the suite of Transforming Public Procurement (TPP) learning and development resources on the Government Commercial College. The comprehensive package is there to support everyone operating within the new regime and help you to understand what is changing from the current system. This training is an essential element of transforming public procurement programme implementation, underpinning the cultural and behavioural changes which will be key to unlocking the flexibilities of the new regime.
And whilst you’re there we recommend you also join the TPP Communities of practice who’s objectives are to:
- Foster a strong community of commercial/procurement professionals in the public sector to elevate procurement capabilities.
- Support existing locally-managed commercial/procurement communities of practice across organisations and sectors.
- Provide a platform for peer support, best practice creation, and sharing.
- Discuss and identify trends, challenges, and risks in procurement practices.
- Encourage the application of best practices within the new regime by procurement, commercial, and commissioning professionals.
- Identify opportunities for continuous improvement in procurement practices within organisations, sectors, or regions.
What are open frameworks? (Procurement Act 2023)
Framework agreements and Dynamic Purchasing Systems (DPSs) are a critical route-to-market in the public sector with nearly a third of all government contracts were awarded via these procurement routes. Frameworks are about to undergo some important reforms, however, under the 2023 Procurement Act. How are frameworks about to change? This Tussell article takes a look at what changes the 2023 Procurement Act will make to procurement frameworks - including the introduction of 'open frameworks' - and how public sector buyers and suppliers will be affected.
Contract management for District and London Borough councils – Local Partnerships webinar
Effective contract management can be a challenge for councils of any size, but an upcoming webinar is specifically designed for smaller councils to review how best to balance their resources whilst creating a robust approach to managing their contracts. Local Partnerships has organised this free session in response to their experience of working with councils on the Contract Management Pioneer Programme and the distinct needs of smaller councils to maximise the benefits suppliers can bring. The session on 17 July will involve hearing directly from councils involved in the programme and outline some of the tools available to download. The free contract management tools have been developed as part of the support from Crown Commercial Services.
Local Partnerships has also updated the Business Process Mapping (BPM) Toolkit to include contract management. The toolkit gives a step-by-step guide to councils in applying business process mapping to their commissioning lifecycle with the aim of understanding were improvements and streamlining can take place.
Contract Management Pioneer Programme (CMPP) templates and tools
To accompany Local Partnership’s successful Contract Management Pioneer Programme (CMPP) they have just published a regularly updated suite of information based on work with councils as part of the CMPP programme. This includes:
- headline information you might find useful to share with colleagues not so familiar with contract management
- a range of self-evaluation and self-assessment templates
- a RAID-A template
- intro to contract management training slides
- guidance on life-cycle based frameworks
- relationships with suppliers
- tiering
- improving capacity
- continuous improvement.

LGA Transformation and Innovation Exchange
Colleagues in our Transformation team recently re-launched the Transformation and Innovation Exchange (TIEx) self-assessment tool - the tool provides a comprehensive overview of an organisation’s performance across the characteristics of a high-functioning council, identifying areas to focus and to prioritise, backed up by resources to support councils with their transformation journey.
There is a section dedicated to procurement and commissioning that may interest you and let you assess your current performance through a transformation lens, the resource library has also been updated with hundreds of useful pieces of guidance, tools, learning and case studies.
