International recruitment to adult social care guide

International recruitment can help to boost social care workforce capacity, bring in additional skills, and provide a more diverse workforce, but it can also create the conditions that enable exploitation of social care staff.

Our new guide for councils provides an overview of the process as it relates to adult social care, sets out the role of the council as a key stakeholder and signposts to other resources.

Adult social care assurance: Updated self-assessment resources

We've updated our guide and workbook designed to support councils to conduct regular and comprehensive self assessment, in a way which also serves to provide evidence to the Care Quality Commission (CQC).

The guide provides an introduction and overview to the self-assessment process, while the workbook provides tools and templates. They have been updated to reflect learning from the CQC pilot inspections and the most recent assessment framework for local authority assurance published in December 2023.


What good looks like for digital in adult social care: self-assessment tool

Our newly launched What good looks like (WGLL) for digital in adult social care self-assessment tool helps councils look at the seven dimensions of success and come to conclusions about how digital technology is supporting them to achieve their aims.

Our digital team has worked with the South West, North West and North East regions to develop the tool and nearly all councils in these regions have taken part. We've also offered close support to councils and supported sharing good practice.

Closed cultures in social care: a guide and questions to ask

'Closed cultures' have been identified as a major risk to the wellbeing and human rights of people with care and support needs, who are unable to protect themselves from abuse or neglect, due to those care and support needs.

We've published a guide for the council workforce, which includes sets of questions to ask at each stage of the commissioning cycle, to help with identifying where a ‘closed culture’ may exist, or where there may be a risk of one developing, in social care services for people with a learning disability and autistic people. This resource is aimed at council commissioners of social care services for people with a learning disability and autistic people.

New Continuing Healthcare (CHC) and NHS-funded Nursing Care (FNC) data tool

We've developed a new tool allowing you to look at visualisations of the data published by NHS England. It enables you to achieve:

  • a regional overview - trends in standard and fast track CHC and FNC eligible numbers per 50k, trends in CHC referrals completed and assessments completed and conversion rates
  • regional comparisons - comparison of selected regions and national figures
  • integrated bare board (ICB) comparisons - compare the numbers in each ICB within a region along with the national and regional figures
  • experiment with age groups - allocate percentages of the CHC cases to various age groups and calculate new rates per 50k population using estimates for the population.

Insights survey - councils' engagement with the local shared care record

Working with the Shared Care Record Local Government Network, we are seeking feedback on councils’ experience as part of their own local shared care record.

Insights from this survey will help to inform and champion local government input into both the national and local programmes to develop Shared Care Records. We will be particularly looking to identify areas of good practice.

Supported living cost of care tool

We have purchased access to a supported living cost of care tool developed by ARCC, which will help councils and partners obtain a shared understanding of the costs of providing supported living care.

The tool is excel-based, and has been made open access, so it can be freely used by all councils and providers. Guidance is embedded within it.

ARCC is running a series of sessions to give new or current users of the toolkit a detailed overview of its key purpose and functions. The first session will take place on 8 May 2024 from 10.00am to 11.30am and the next will be on 16 May 2024 from 2.00pm to 3.30pm.

Inspiring ways to provide better support for unpaid carers

A new resource to help improve support for unpaid carers has been launched by the Association of Directors of Adult Social Services.

The Supporting Carers Hub is a storehouse of great practice and ideas from social care teams and other organisations on how they’re improving support for carers.


Second Safeguarding Adults Review analysis 2019-2023 webinar

14 May 2024,  10.00am – 12.00pm

Join us for this webinar, where we will present the results of the second national analysis of safeguarding adult reviews in England.

We will offer both a regional and a national perspective. Some comparisons will be made with the first national analysis. The webinar will also present the findings and recommendations from a stratified sample of reviews.

Better Care Fund Support Programme - learning lunches

15 May 2024, 12.00pm - 1.00pm

At the latest learning lunch, Nikkie Phipps and Amanda McGlennon from Westmorland and Furness Council with Jo Brown from University Hospitals of Morecambe Bay NHS Foundation Trust will discuss the discharge to assess system review that was carried out by the BCF Support Programme across health and social care in South Cumbria.

The session will give an insight into the review and some of the challenges faced, as well as look at outputs and opportunities and how those are already being used to shape pathways and services.

Preparation for assurance peer challenges

The LGA offers 'Preparation for assurance peer challenges' to support councils’ delivery of good services and the necessary preparations for the arrival of CQC. Feedback from the successful delivery of 37 challenges is that they strongly support preparations for the regulator and create opportunities to have thoughtful, informal discussions related to the delivery of good services.
