Standard Selection Questionnaire (SQ) Procurement Policy Note: PPN 03/24
This Procurement Policy Note (PPN) updates the Selection Questionnaire (SQ) and accompanying statutory guidance and replaces PPN 03/23.
Regulation 107 of the PCR 2015 provides for statutory guidance on the selection stage of a procurement. This PPN updates and replaces:
- PPN 03/23 with revised statutory guidance and standard selection questions; and
- replaces the European Single Procurement Document (ESPD) with the Single Procurement Document (SPD), as set out in regulation 59 of the PCR 2015 (following EU Exit).
In response to feedback received on PPN 03/23, and subsequent policy changes, the SQ has been changed as follows: -
- updated payment related questions
- updated steel related questions
- clarity for contracting authorities on considering bids from Russian/Belarusian suppliers as set out in Procurement Policy Note 01/22
- removed references to PAS91 which has now been withdrawn by the BSI.
11th Annual Construction Conference 2024, in association with NACF & LGA
This year, in association with the LGA, the National Association of Construction Frameworks (NACF) are delighted to bring you the 11th Annual Construction Conference 2024.
This annual event brings together senior colleagues from local government and leaders from the business, voluntary and community sectors to discuss some of the challenges and opportunities facing the public sector.
The event includes six expert-led sessions covering key topics within public procurement such as legislation and contract revisions, accelerating decarbonisation and leveraging the power of Building Information Modelling (BIM).
Enhancing Grant Management with Social Value
East Riding of Yorkshire are hosting a webinar on Enhancing Grant Management with Social Value on 18 April. They will be sharing its decade-long experience in measuring and integrating social value, particularly in disseminating UK Shared Prosperity Funding and community grants. As co-owners of the Social Value Engine, the council has refined its approach to ensure that social value is a core component of grant management.
Future Homes and Buildings Standard consultation response
The LGA submitted our response to Government's Future Homes and Building Standard consultation. The LGA response strongly supports solar PV on the roof tops of all new homes and the end of fossil fuel heating and a commitment to electric heating, but we do not support the use of Permitted Development for Material Change of Use.
New regime to deliver decent homes for social housing residents
Landlords will now be routinely inspected and held to account, to make sure they provide their residents with quality homes and services. Those who do not abide by these new rules face a range of potential sanctions.
This represents the most significant change to the regulation of social housing in a decade and follows the Social Housing (Regulation) Act, a landmark moment for the social housing sector. These new powers mean the Regulator can drive up standards and take action where providers fall short.
Councils are encouraged to share this information as appropriate.
Biodiversity net gain now applies to small developments
The Department for Environment, Food & Rural Affairs (DEFRA) announced biodiversity net gain is mandatory for small developments. Biodiversity net gain has applied to major developments since February. DEFRA has produced the full definition of a small development. It means a development with fewer than nine houses, on less than one hectare of land.

Funding for swimming pools and leisure centres in England
The Department for Culture, Media and Sport announced that 325 swimming pools and leisure centres in England will receive a share of £60.5 million of government funding to improve their energy efficiency.
Measures being supported by the latest Swimming Pool Support Fund investment include funding for new heating systems, solar panels, better insulation and other energy-saving interventions.
Funding for special educational needs places in mainstream and special schools
The Department for Education has announced £850 million of government funding to help councils create places for young people with Special Educational Needs and Disabilities (SEND) and in Alternative Provision (AP) in mainstream and special schools, and to improve the accessibility of existing buildings.
Cultural Investment Fund allocated to libraries and museums
The Department for Culture, Media and Sport announced that 26 museums and 43 libraries are set to receive a share of £33 million through the government’s Cultural Investment Fund.
The funding will support upgrades to museums and public libraries – such as vital repairs, renovations and the development of digital infrastructure – which will help ensure they can continue to be assets to their communities and improve the visitor experience.
Funding for councils to introduce weekly food waste collections
The Department for Environment, Food and Rural Affairs announced that councils in England will be supported with up to £295 million in government funding to introduce weekly food waste collections by 31 March 2026.
The funding will cover new food waste containers for homes and specialist collection vehicles, targeted at councils that have yet to fully put food waste service in place.
