The role of the superuser
A superuser will, on behalf of their own organisation, support the implementation of the TPP learning and development programme. Superusers also get access to additional networking, a community of practice and the ability to share experiences and notable practice with other superusers.
The full superuser role description can be can be found on the Government Commercial College website which we encourage you to, if you haven’t already to register on to. We would expect each council to have one or two superusers to undertake this role, if your authority doesn’t, please contact procurement@local.gov.uk. The Cabinet Office has now launched a superuser portal.
Key contacts
Single Points of Contacts (SPOCs) are the link between the LGA and Cabinet Office, they will add and remove Superusers from the system and contact the Cabinet Office with any issues you may be facing. The LGA SPOCs can be contacted via procurement@local.gov.uk
Mini-SPOCs are your regional reps and the contact between you and the LGA, and act as your key contact to anything related to the TPP programme. If you don’t know who your regional Mini-SPOC is and want to be put in touch then contact procurement@local.gov.uk and we will connect you up.
Public sector decarbonisation guidance: procurement

This Public Sector Decarbonisation Guidance was commissioned by the Department for Energy Security and Net Zero (DESNZ) to help public sector bodies and their decarbonisation partners understand the best route to Net Zero. They aim to help deliver decarbonisation projects at scale, as well as support grant funding applications, to enable rapid progress on reducing carbon emissions.
These guides and tools will help you identify relevant procurement frameworks, write high quality tenders and evaluate the responses.
Modern Slavery in Supply Chains
The Commonwealth Parliamentary Association (CPA) UK has produced a short animation on modern slavery in supply chains. By telling three anonymised stories, it covers core subject matter including how modern slavery occurs in modern supply chains, what some of the methods traffickers use to trap people in forced labour are, what a transparent supply chain is, who the most vulnerable to exploitation are, and what parliamentarians can do to to address it
Government confirms plans to permanently remove RAAC from all schools and colleges in England
The Government announced measures to permanently remove Reinforced Autoclaved Aerated Concrete (RAAC) from all affected schools and colleges.
A final list of schools and colleges with confirmed cases of RAAC in schools and colleges in England has been published today. There are 234 education settings, out of 22,000, with confirmed RAAC in some areas of their buildings – around one percent.
Those responsible for affected school and college buildings received direct confirmation from the Department for Education yesterday on how the RAAC removal will be funded.
