LGA Adaptation Virtual Event

Thursday 14 March 2024, 10.00am – 11.30am | councillors and officers

For net zero to be reached, adaptation must happen. Adapting to current and predicted changes to our climate, both at the national and local levels, are vital across society and the economy. This session will highlight local government examples and guidance to help you to develop capability and capacity to implement adaptation action plans, strategies, and projects.

Sustainability Action Learning Sets 

Our Sustainability Action Learning Sets are open to all council officers in England to provide a safe space for officers to reflect, exchange and curate knowledge around delivery projects. The sets will be made up of 9 council participants and facilitated by the LGA. You can find out more information and read the Frequently Asked Questions on our webpages.

Greenhouse Gas Accounting Tool Suite 

The Greenhouse Gas Accounting Tool provides a straightforward and consistent approach for councils seeking to calculate their own carbon baseline. Featured alongside the tool is a Waste Emissions Calculator to assist with carbon footprinting. You can download both free tools today and help your council to measure emissions. If you have any questions or suggestions for improvement in relation to the tool and/or the calculator, please contact ghgaccounting@localpartnerships.gov.uk.

Updated Greenhouse Gas Accounting support for councils – Virtual Event 

Thursday 23 May 2024, 10:30 – 12:00 | councillors and officers 

Join this session to hear about the latest updates to the Greenhouse Gas Accounting Tool and the Waste Emissions Calculator. Further options for recording Scope 3 emissions including Anaerobic Digestion for waste treatment will have been added. You will hear from Councillors, council officers and climate experts from Local Partnerships.

Regional Energy Strategic Planners

Marzia Zafar from Ofgem attended the February Local Infrastructure and Net Zero (LINZ) board meeting to introduce the establishment of Regional Energy Strategic Planners (RESPS) that are due to be operational in early 2025. There are likely to be between 8 and 10 RESPs in England and they will plan the electricity generation and transmission infrastructure required to meet net zero. Officers are now working with Ofgem to influence the geographical boundaries of the RESPs so they work for councils spatial planning functions. 

Local Government Roundtable 

Officers held a local government roundtable on “What next for local climate action”, 14 February 2024. Representatives from DCN, CCN, UK100, Core Cities, ADEPT, London Councils and Local Partnerships were in attendance and we agreed to work more closely on our shared objectives.

Data Sharing Agreement 

LGA have been working with Ofgem to agree a Data Sharing Agreement that the LGA considers suitable for members to sign up to. The data sharing agreement will enable councils to use ECO Flex to tackle fuel poverty through the installation of insulation measures. The agreement has been sent to all Heads of Legal with the council having the final choice on whether to sign. 

Heat Network Zoning Event

Councillor Darren Rodwell attended an in-person roundtable event on the Heat Network Zoning Consultation hosted by Lord Callanan on 21 February. He emphasised the importance of councils leading the coordination of heat network zoning as place-shapers, housing providers, convenors of communities, delivery agents, commissioners, and owners of assets but also the need for the role to be fully funded. 

LGA submission to the Government consultation on Heat Network Zoning

This week we responded to the second Government second consultation on Heat Network Zoning. Heat Network Zoning was set out in the Energy Act 2023, and councils will be the first choice for Zone Coordinator. This consultation was about how zoning will be implemented and the draft response focusses on the roles, responsibilities and the resources councils will require to deliver.

International learning on local and national government governance and collaboration on climate action – Virtual Event 

Thursday 14 March 2024, 14:30 – 16:00 | councillors and officers 

The LGA commissioned Arup to undertake a research project to understand how a selection of different countries around the world organise their national and local government effort in responding to climate change. Join our webinar to hear the findings of the report and hear directly from representatives from Norway and the USA about their multi-level climate action.
