Alcohol licensing digital age verification consultation
The Government has launched a consultation on whether to allow digital identities and technology to play a role in age verification for alcohol sales, as well as whether to amend legislation in order to specify that for sales of alcohol that do not take place face to face, age verification should take place at the point of delivery as well as sale. The consultation will last for eight weeks and will close at 23.59 on Wednesday 30 March 2024.
Independent anti-slavery commissioner
The Independent Anti-Slavery Commissioner (IASC), Eleanor Lyons, is in the process of developing her Strategic Plan. To inform this, she has developed a short survey for stakeholders which asks which areas you think would be most beneficial for the IASC to focus on. The IASC is keen to hear from councils, so please complete this survey by 5 March if you have views to share.
Modern slavery in social care
To accompany the local government sector specific Establishing modern slavery risk assessment and due diligence in adult social care – a commissioning officer’s guide, the Nottingham Rights Lab have produced a ‘Creating a group action plan’ set of guidelines. The guide provides instructions for facilitating a creative group problem solving approach to engage a multi-function and/or multi-stakeholder team.
Metal theft
The All-Party Parliamentary Group on Metal, Stone and Heritage has published a report title ‘Tackling Metal Theft’. The report examines the extent of metal theft, its impact, and how enforcement can be improved.
Night-time economy
The LGA has published a case study on St Helen’s Council’s ‘safe transport home project’, which outlines how the council used funding from the Government's Safer Streets Fund to fund projects designed to make women safer in the night-time economy, with a particular focus on taxis.
Cinema licensing
The British Board of Film Classification (BBFC) and the Institute of Licensing are hosting a free webinar on the BBFC’s new Classification Guidelines. It takes place via Zoom on the morning of 15 March 2024. You can reserve a place on the Institute of Licensing’s website.

Best practice in developing local needs assessments when tackling domestic abuse and VAWG
The LGA are hosting the second of a series of webinars about this issue on 27 February 2024. It is free for councils to join. This event will focus on best practice forming Joint Needs Assessments (JNAs). Prevent and counter-extremism leadership essentials

Councils continue to face a number of emerging and complex challenges around radicalisation, extremism, and cohesion. This one and a half day residential course for elected members will explore national and local approaches to Prevent delivery, counter extremism, and cohesion work, including changes to the Prevent duty; emerging threats; the online and conspiracy theory space; communications and community engagement on divisive issues; and effective leadership.
The course is free and open to all councillors to attend and will feature a range of inputs from central government, academia and expert practitioners, plus interactive workshops, and the opportunity to hear from other councils about their work.
