Better Care Fund (BCF) Support Programme - updated High Impact Change Model (HICM) and scoping diagnostic with systems insight and learning report

The latest refresh of the Managing Transfers of Care – High Impact Change Model has been provided through our BCF Support Programme, as part of its work to ensure that systems have the tools and guidance to implement BCF plans. The refresh of the self-assessment tool offers a practical approach to supporting local health and care systems to manage the individual’s journey and discharge. 

In addition, a new Scoping diagnostics with systems insight and learning report sets out the key themes drawn from the programme's work with several local systems in spring and summer 2023. 

Our BCF Support programme offers a wide range of improvement support and intervention to health and social care systems, both at integrated care board and place level.

Local Government Financial Update

Last week, the Government announced an extra £500 million of funding for councils with responsibility for adults and children’s social care, distributed through the Social Care Grant. More details are to follow.


Learning disability and autism programme: Five key elements for discharge


Data shows people with a learning disability and autism have been discharged 10,000 times to the community since 2015.

With NHS England and NHS Improvement, we published a letter, which identifies five key actions that will have the biggest impact on supporting people with a learning disability and autistic people to leave mental health hospital.

It follows on from the publication of the Joint guiding principles for integrated care systems – learning disability and autism in October 2023.

A legal guide for council staff, including lawyers and social workers, with focusses on young people with a learning disability and autistic young people. The guide pulls together relevant legislation and guidance to assist staff working in this area.

Mental health services: the local authority perspective on community mental health transformation and collaboration

Thursday 1 February 2024, 10.00am – 11.30am

In this webinar we will share findings from a recent survey completed by local authorities on adult mental health service. 

We will also launch our new top tips on how to provide leadership through effective collaboration in the delivery of adult mental health services.

Tackling exploitation and modern slavery in adult social care

We're supporting councils to tackle the growing number of reports of exploitation and modern slavery in the sector, by sharing information, advice and good practice. Hear how councils are working with national and local partners to identify and manage the risks of exploitation.

Safe care at home webinar

28 February 2024, 2.00 - 4.00pm

This webinar provides an opportunity to find out how the recommendations of the Safe Care at Home Review are being taken forward. Speakers from the Department of Health and Social Care, Home Office will provide updates on the review. Relevant learning will be shared from Safeguarding Adults Reviews (SARs), the second national analysis of SARs and specific reviews.

We'll also share insights regarding the intersection between domestic abuse, carers and safeguarding.

Homelessness and safeguarding webinar

20 March 2024, 2.00 – 4.00pm

Speakers will provide insights, inspiration, and challenge to support improvement and change in how people experiencing homelessness are safeguarded. 

Michael Preston-Shoot will speak about the recent findings on homelessness from the second national Safeguarding Adults Review analysis. Sarah Reynolds will share the learning from over two years working to safeguard people experiencing homelessness in Bournemouth, Dorset and Poole. And Gill Taylor will be sharing ideas from the Radical Safeguarding Toolkit - Homelessness, published by Research in Practice.

What good looks like for care and health career academies and values-based recruitment campaigns 

28 February, 6 and 12 March 2024, 11:00am – 12:30pm

Care and health career academies are partnerships between health and care organisations in a particular area. They offer job advice, career guidance and development, apprenticeships, and opportunities to those interested in pursuing health and social care careers.

New statutory guidance and regulations on health scrutiny arrangements

Earlier this month, the Government laid new regulations and statutory guidance on the operation of health scrutiny arrangements. The statutory regulations remove the power of health overview and scrutiny committees (HOSCs) to refer matters of concern relating to major service reconfiguration to the Secretary of State. Instead, the Secretary of State may act proactively, further to a request that he or she may receive from anyone. This important change comes into force on 31 January 2024.

The Centre for Governance and Scrutiny (CfGS) has produced a briefing for councils, NHS commissioners and NHS providers to understand how arrangements will need to change.

The following regulations and guidance will also be of interest to local government members and officers involved in health overview and scrutiny:  

The LGA is working with CfGS and the Department of Health and Social Care to understand the impact of the changes on local authorities. Please contact alyson.morley@local.government.gov.uk if you have any concerns about the implementation of the new arrangements.


International recruitment to social care - change of policy

Last month, the Government announced changes to migration policy, which impacts on those seeking to work in social care in the UK.

Just before Christmas, further information on the estimated impact of these policy changes was published and an FAQ document for social care employers.


Applications for 2024 Innovation Zone now open

Each year, the LGA Conference Innovation Zone showcases the outstanding, innovative work of councils across a range of service and policy areas. We are now accepting applications from councils, and organisations working with councils, to be part of the Innovation Zone at the LGA Conference in Harrogate. The application deadline is 5 February 2024.
