This newsletter provides a round-up of all the relevant news that Employer Link has gathered over the last month.

Pay negotiations: Local Government Services (Green Book)

Agreement has been reached on the 2023 pay award for local government services (‘Green Book’), covering the period 1 April 2023 to 31 March 2024.

The bottom NJC hourly rate is now £11.59, providing clear headroom of £1.17 with the national living wage. However, the gap will narrow to just 15p from 1 April 2024 with the NLW set to be £11.44. The Department for Business and Trade has launched a consultation to help inform a remit on the future policy for the NLW.


Pay negotiations: Craft pay

Agreement has been reached on the 2023 pay award for JNC local authority Craft & Associated Employees (‘Red Book’)


Pay negotiations:  Local Authority Chief Executives

Agreement has been reached on the 2023 pay awards for local authority Chief Executives, covering the period 1 April 2023 to 31 March 2024.


Pay negotiations: Soulbury

The Soulbury Committee covers the terms and conditions for educational improvement professionals, educational psychologists, and young people’s / community service managers. The Employers’ Side have made a full and final offer to the Officers’ Side in response to the Officers’ Side pay and conditions claim for 2022 and a final pay offer for 2023.


Employer Link research – gender pay gap in schools

The Employer Link annual report on the gender pay gap in the educational sector, provides a sector analysis for the last completed year to 31 March 2022. This report breaks down the difference between school phases and is a useful tool to for employers to benchmark their pay gap with peers.


Government funding for non-NHS employers for 2023 Agenda for Change pay rise

Eligible charities and social enterprises can apply for Government funding to cover the cost of their one-off payments to staff who deliver NHS services and who are employed on dynamically linked Agenda for Change terms and conditions. The scheme opens soon and closes at the end of this financial year.

The latest edition (718) of our monthly advisory bulletin is available to download, which includes the government response to consultations on ‘Brazel’, other working time annual leave provisions, and TUPE.

The Department for Education launched a consultation on minimum service levels in education, at the end of November with a closing date of 30 January 2024.
