The Procurement Team are branching out at this year’s Local Government Procurement Expo and will be residing in our very own café with colleagues from the Crown Commercial Service and NEPO.
We’ll also have colleagues from Sandwell demonstrating their new the Business Process Mapping for Procurement toolkit, a joint venture with Local Partnerships that helps you visualise the details of your current process of your function, identify its strengths and weaknesses and create opportunities for more efficiencies.
We will also be joined by Change Please Coffee as our coffee partner - they are a social enterprise who are giving people experiencing homelessness a living wage job, housing, training, onwards opportunities — and a fresh shot at a life.

Accelerating decarbonisation through public procurement

We are seeing carbon reduction plans becoming the norm in a lot of large-scale projects and the new Transforming Public Procurement legislation will place greater emphasis on how public money spent through procurement must support government priorities - which includes tackling climate change.
Procurement can be complex, none more so than procuring contracts with decarbonisation measures and targets included in the specification. This is an emerging market with new technologies and new considerations.
The LGA is hosting this webinar to help support councils through showcasing examples of decarbonisation projects and collaborations, showing you the toolkits and resources that are out there and share good practice from across the sector in the high carbon emitting areas we work in, notably, construction, transport, housing and energy management.
Public sector decarbonisation guidance
Energy Saving Catapult have just published their Public Sector Decarbonisation Guidance which aims to simplify the process of cutting carbon emissions and energy bills with simplicity, speed and scale.
This Guidance takes learnings from the award-winning Modern Energy Partners (MEP) programme and expertise from across Energy Systems Catapult to provide guidance on heat decarbonisation and energy management.

This Procurement Policy Note 03/23: Standard selection questionnaire – revision
This Procurement Policy Note (PPN03/23) has been slightly revised to make a few minor refinements and corrections to the Selection Questionnaires (SQs).
The SQs and accompanying statutory guidance and replaces PPN 08/16 and applies to all contracting authorities in England, and contracting authorities in Wales and Northern Ireland that exercise wholly or mainly reserved functions, in each case when undertaking above threshold procurements within part 2 of the Public Contracts Regulations 2015 (PCR 2015).
Please note that the revised standard selection questions are to be in use at the latest by 1 June 2023 but can be used immediately. This timescale is to allow for the time needed to incorporate the revised SQ into procurement processes and for the amendment of e-procurement tools.

Green Job Delivery Group
The LGA is supporting the local government representative on the Green Job Delivery Group, is a cross-sector group led by ministers and which includes representatives of training organisations, green groups, energy companies and other organisations with expertise and interest in green jobs and skills.
We are working with the MCA (Mayoral Combined Authorities) Network, Solace, and ADEPT, along with other partners to explore local capacity and capability issues related to green jobs and skills.
We are keen to continue to hear from the sector to support our continual policy development. We are specifically keen to hear about the following green job sectors:
- retrofit and energy efficiency.
- nature and land management skills.
- energy security and low carbon technology.

Register your amazing apprentices for the Local Government Apprentice of the Year 2023 on 24 and 25 May 2023. Apprentices will work in supportive virtual teams to experience the opportunities, risks and challenges involved in delivering successful local government services, and they might win an award for their efforts – registration is open until 3 May 2023.
