Greenhouse Gas Accounting Tools

The Greenhouse Gas Accounting Tools have been developed by Local Partnerships, working with the LGA, to provide a straightforward and consistent approach for councils seeking to calculate their own carbon baseline. The suite of tools has recently been updated to include a new Waste Emissions Calculator that has been developed by Cambridgeshire County Council and University College London (UCL) as part of our Net Zero Innovation Programme. Updated guidance on data protection legislation (PPN 03/22)

Procurement Policy Note PPN 03/22 (updated guidance on data protection legislation) replaces PPN 02/18 and reflects changes to the data protection legal framework which impacts public sector procurement updates. It contains streamlined guidance and updated legal clauses to take into account our exit from the EU. It also includes guidance on international transfers of personal data. Local authorities do not fall into scope of this PPN, however many public bodies will also be subject to data protection legislation and may wish to apply the approaches set out in this PPN.

Decarbonising local roads

The Government has announced £30 million in Government funding for innovative projects to decarbonise UK highways. Seven projects spread across the UK have been awarded funding through the 'Live Labs 2 – Decarbonising Local Roads' competition. The programme supports projects led by Local Highways Authorities focused on tackling the long-term decarbonisation of highway infrastructure, such as streetlights, and transforming local authorities’ approach to decarbonising roads. The winning projects include cutting carbon emissions from our streetlights to producing asphalt made from green waste like grass cuttings. Other projects plan to drive changes to the design, construction, and maintenance of typical UK highway construction, as well as plans to develop a first-of-its-kind system approach to creating a net carbon-negative model for green infrastructure delivery.

Energy Bill Support Scheme Alternative Funding

Details of the Energy Bill Support Scheme Alternative Funding scheme were announced in December. This scheme covers households who are not eligible for the Energy Bill Support Scheme as they do not have a direct relationship with a domestic electricity supplier such as residents of park homes and some care home residents. The Department for Business, Energy and Industrial Strategy (BEIS) wrote to councils stating that they are committed to opening the scheme for applications by 27 February at the absolute latest. They are working to prepare local authorities to launch from 20 February, allowing some additional contingency time, if necessary. In the next two weeks they plan to circulate guidance on the scheme, details on the digital management solution which will be used to upload applications from GOV.UK, data-sharing agreements and grant determination letters covering funding to local authorities for support payments and New Burdens funding. For further details please email energybillssupportschemealternativefunding@beis.gov.uk
