This newsletter provides a round-up of all the relevant news that Employer Link has gathered over the last month.

Pay negotiations – Youth and Community Workers (Pink Book)

The Staffs’ Side has agreed to the National Employers’ pay offer of a £1925 increase on all pay points, and a 4.04 per cent increase on allowances. The circular setting out pay points and allowances was issued on 21 December 2022.


Pay negotiations – JNC for teachers in residential establishments (Orange Book)

Pay and conditions for teachers covered by the JNCTRE agreement are generally aligned with those for mainstream school teachers, as set out in the School Teachers’ Pay and Conditions Documents’ (STPCD), STPCD England, STPC(W)D Wales and Burgundy Book. However, the Joint Education Services Circular No. 226 provides details of the agreement for the separate provisions and allowances as agreed by the JNCTRE: most allowances to be increased by five per cent from 1 September 2022, other than the Sleeping-in Duty Allowance, which is to be increased by 4.04 per cent from 1 April 2022.


Pay negotiations – Soulbury (Blue Book)

The Officers’ Side has rejected the National Employers’ pay offer of a £1925 increase on all pay points and a 4.04 per cent increase on allowances. The National Employers will be meeting soon to decide next steps.


Pay negotiations – Coroners

Following consultation, the management side of the Joint Negotiating Committee for Coroners made an offer to increase local salaries and day rates for individuals, derived from the JNC arrangements, by 1.56 per cent (with effect from 1 April 2022). Members will now consider the position of the Officers’ Side (representing coroners), which is to reject the offer.


Fire & rescue services (Grey Book): FBU trade dispute – major incident agreements

Circular NJC/2/22 was issued on 23 December 2022, it confirms that their striking members being able to respond to any major incidents that occur during a period of strike action related to the pay dispute. For now, it is for local planning purposes in case there should be a yes vote in the currently running FBU ballot for strike action and for use if such strike action does come to pass.


Local Government Services (Green Book): King’s coronation additional bank holiday

On 3 December 2022, the NJC for local government services has issued guidance on working arrangements on the additional bank holiday in honour of HM The King’s Coronation, which includes updated Green Book Part 4.12 guidance on how Term-Time Only employees’ pay and leave should be amended to take account of the bank holiday.


Fire & rescue services (Grey Book): King’s coronation additional bank holiday

Circular NJC/3/22 was issued on 23 December 2022 and sets out the agreement on application of the additional bank holiday on 8 May 2023, which is not automatic for uniformed Grey Book employees e.g. firefighters.


Teaching unions ballots for strike action

A reminder that most of the teacher trade unions are currently running formal statutory industrial action ballots, which are due to close in January 2023, we will update on announcements, in the meantime, please note employers can refer to the LGA’s industrial action guide.
