Debate Not Hate: Campaign toolkit
The LGA’s Debate Not Hate campaign aims to tackle the abuse and intimidation councillors face from the public for carrying out their role, and at a parliamentary event this week we launched our new Debate Not Hate toolkit aimed at engaging councillors and councils with the campaign. The toolkit provides councils and councillors with different resources and suggested actions to push for change and raise awareness of this important issue.
A range of digital assets including social media assets, virtual meeting backgrounds, posters and template letters are available. Councils can email debatenothate@local.gov.uk to be sent the package of campaign resources and templates and we would welcome your support to amplify our launch post on Twitter and LinkedIn. We would also like to encourage you to sign our public statement.

The LGA and Local Partnerships Greenhouse Gas Accounting Tool has been developed to provide a straightforward and consistent approach for councils seeking to calculate their own carbon baseline. Alongside this, we are really pleased to launch a carbon calculator for waste emissions. This webinar will provide demonstrations for both tools for councils to use free of charge.

Transport is now the biggest emitter of carbon of any sector in the UK. If we are to reach our target of net zero emissions by 2050 or sooner, we will need a fundamental transformation of the ways we move. This webinar will share good practice examples from experts and councils who are developing and delivering decarbonising transport strategies and provision.
The LGA’s Improvement Team will be hosting an Economic Growth roundtable which will explore the topic of designing a healthy high street and how health can be linked to economic growth.
The roundtable will be an hour and a half long and will take place on a date tbc toward the end of January. The roundtable will be hosted virtually, with up to 30 council officers with a responsibility for economic growth and development.

LGA National Construction Conference
Thursday 2 February and Tuesday 7 March 2023, 9.15am – 3.30pm
Working with the construction industry, councils are best positioned to lead place-based approaches to hit net zero targets, lead on local green growth and use procurement good practice to tackle spiralling inflation, resource scarcity, sustainability issues and a move to modern methods of construction and digitalisation. Now in its tenth year, our National Construction Conference is returning with two in-person events in:

Behavioural Insights Project Report: Norfolk County Council
The LGA worked with Norfolk County Council implementing behaviour change techniques to reduce pupils exclusion rates in state funded schools. The team launched a service directory for schools which led to a 19% drop in overall daily referrals.

LGA Modern Slavery Guidance and Maturity Matrix
The LGA has updated its Council guide to tackling modern slavery which includes an in-depth chapter on mitigating the risks of Modern Slavery in local government supply chains with a host of useful resources. This revised modern slavery guidance provides an overview of modern slavery and the UK framework for tackling it, and provides targeted sections for officers working in different council services to help them understand their specific responsibilities.
The guidance is supported by a maturity matrix providing a framework for councils to assess their current progress and plan future activity on modern slavery.

Cyber website and Twitter launch
Our Cyber, Digital and Technology (CDT) team have a new website. The new pages bring together the LGA’s work to support the cyber-resilient digitalisation of councils and the communities they serve. You can find information, advice, and guidance on topics such as connectivity, digital inclusion, security, and resilience. We have also launched a Twitter account to share news, information and events from our CDT Programme and updates from the sector. Please follow at @LGAcyberdigital and share this with your relevant members and officers. Brownfield Land Release Fund (BLRF2)
The Department for Levelling Up, Housing and Communities (DLUHC) has announced that up to £35million has been allocated under BLRF2 to 41 local authority projects in England. This is the first round of BLRF2 which will see the remaining £140 million of funding being rolled out over the next two years. The funding, delivered through the One Public Estate (OPE) partnership between DLUHC, the Office of Government Property and the LGA, will help councils to transform unused, redundant or derelict sites into high quality homes for their communities.

National Child Measurement Programme: updated for latest obesity data
The National Child Measurement Programme (NCMP) is a key element of the Government’s approach to tackling child obesity. Published in full for 2021/22, the first time since the Covid-19 pandemic, the data tells us that the percentage of children in reception year who are obese in England is 10.1%, and the percentage of children in year 6 who are obese in England is 23.4%. The area with the highest rate of children living with obesity in reception year is Kingston upon Hull at 15.0% and at year 6 the highest rate is Sandwell at 33.7%.

Census 2021: New People and Places Report
Since the first round of small area data (LSOAs, Wards and MSOAs) from the 2021 Census was released on 2nd November we have been working on a report which you can run for your area to show all the data currently available. The report - People and Place Profile for your chosen area: Census 2021 - is available to users of all organisations subscribed to LG Inform Plus. Unsubscribed users can also view an example of the report here.
first magazine
The LGA's membership magazine, 'first', is delivered free each month to just under 17,000 councillors and local authority chief executives. Access first online to browse all news articles, features and opinion pieces, including those from past issues.
Councillors who receive the magazine should also be receiving the first e-bulletin. If you find that first online and the first e-bulletin satisfy your need for information from the LGA, please consider helping us reduce our carbon footprint by opting out of receiving the magazine. Councillors and officers can sign up for the first e-bulletin using their council email addresses.
