This newsletter provides a round-up of all the relevant news that Employer Link has gathered over the last month.

Pay negotiations:  Local Government Services (‘Green Book’)

Following the recent agreement of the 2022 pay award for staff covered by the Green Book, we issued bulletins this month on the discretion that employers have to stagger back-pay and the care to be taken where employees have asked for a local supplement to their award. These added bulletins were a result of actions or requests by organisations external to the negotiations. Therefore, a subsequent employer circular was also produced on 30 November, to summarise the 2022 negotiations and set the scene for the upcoming year.

The NJC unions have begun consulting their members on the 2023 pay claim which they aim to lodge in January. Employer Link will be hosting an exclusive free briefing for subscribers at 1pm on Friday 10 February. If you would like to attend, please complete the booking form, and block two hours out in your diary. Questions to inform the session, and an online meeting link will be forwarded nearer the time.


Pay consultation:  School teachers' pay 2023/24 

The Government has issued its remit to the School Teachers Review Body (STRB). The STRB have subsequently written to the National Employer Organisation for School Teachers (NEOST) as the statutory consultee. An Employer Link bulletin was sent on 29 November to education employers to gather evidence for this process. The bulletin was only sent to one person in each subscriber (to help control single centrally agreed responses), if you have not received it and are the person that would provide evidence which will then assist in your budget setting please contact info@employerlink.co.uk.

A reminder to those that are completing the questionnaire, it closes at midday 19 December.


Pay negotiations: Local authority Craftworkers (‘Red Book’)

Agreement has been reached on Craftworker pay (Red Book) for April 2022.

Employers are encouraged to implement this pay award as swiftly as possible.


Pay negotiations:  Fire fighters (‘Grey Book’)

Following rejection of a pay offer which would have provided a five per cent increase for uniformed fire service personnel across the UK from firefighters to middle managers, the Fire Brigades Union has now decided to conduct a ballot of its members in respect of strike action. The ballot will open on 5 December 2022 and close on 23 January 2023. 

Employers can refer to the LGA’s Fire FAQ’s around industrial action and the industrial action guide.

Agreement has been reached on Local Authority Chief Executive pay for April 2022.

Should Employer Link employers follow these negotiations, they are encouraged to implement this pay award as swiftly as possible.

Local Government Services (‘Green Book’): Christmas working arrangements

The National Joint Council (NJC) for local government services has issued guidance on working arrangements for staff required to work over the festive period. The NJC issues this advice only in years when Christmas and New Year fall over a weekend.


Employer Link research

Employer Link has been analysing the published accounts from Multi Academy Trusts over the last four years. The latest report on MAT workforce costs and MAT chief executive pay which look at the accounts published to August 2021 are now available. Other research can be found on the academies page.

Employer Link has been working with the Academy Trust Heads of HR network over the last 12 months to develop a set of key performance indicators on workforce metrics, which can be used in future benchmarking work.
