Pay negotiations: Local Government Services (‘Green Book’)
Agreement has just been reached on pay awards for local government services (‘Green Book’) employees and local authority Chief Officers. Details to follow shortly.
Local Government Services (‘Green Book’): Christmas working arrangements
The National Joint Council (NJC) for local government services has issued guidance on working arrangements for staff required to work over the festive period. The NJC issues this advice only in years when Christmas and New Year fall over a weekend, which will next occur in 2026.
Pay negotiations: Local authority Craftworkers (‘Red Book’)
Unite and GMB have rejected (“by a large majority”) the final offer. We await formal written confirmation and details of the unions’ next steps.
Pay negotiations: Local authority Chief Executives
ALACE described the employers’ final offer as “exceptionally disappointing” and submitted a revised pay claim that seeks, “…“a minimum percentage increase pitched at 3.5% or 4.0%...in order to retain at least some comparability with other groups in the public sector”.
The National Employers have rejected ALACE’s revised claim and reaffirmed the final offer they made on 25 July.
Pay consultation: School teachers' pay 2022/23
The 2022 STPCD was added to the GOV.UK website late on 13 October 2022. The relevant statutory instruments, to bring the STCPD into force is now on the Parliamentary website ‘The School Teachers’ Pay and Conditions (England) (No. 2) Order 2022’.
This essentially brings to a close the statutory process for teacher pay in 2022. However, as noted below, the trade unions have raised disputes in relation to this pay settlement.
The LGA schoolteachers’ pay circular has been uploaded to the website, along with all relevant information in relation to this pay round.
Teaching unions ballots for strike action
Both the NEU and the NASUWT, along with school leader union NAHT have announced they are running formal statutory industrial action ballots of teachers across England and Wales. The ballots will remain open until after the new year. Employers can refer to the LGA’s industrial action guide.
Pay negotiations: Fire fighters (‘Grey Book’)
The National Employers made a final pay offer for Grey Book employees across the UK (uniformed staff e.g. firefighters), on 4 October. The offer is for a 5% increase on all basic pay points and continual professional development payments.
The employees’ side will now consider the offer.
Employers’ circular EMP/5/22, aims to support conversations with employees, and also note the LGA frequently asked questions for fire and rescue services in relation to industrial action.
