Welcome to the Local Government Association and Local Partnerships Climate Change Bulletin. Please feel free to circulate to your colleagues. If any councils have some good practice to feature in future bulletins, please send them to us via our case study submission form.
Scarborough Borough Council has rolled out hydrotreated vegetable oil to almost two thirds of its fleet vehicles. It is being used as a straight replacement for diesel, for vehicles such as bin wagons and ride-on mowers. Over the course of a full year, the project could lower emissions by up to 900 tCO2e.
This virtual programme will help senior council officers across all services explore their crucial local leadership role in responding to the climate emergency. During the course, you’ll commit to two carbon reducing actions. These actions will be evaluated for you to become carbon literate. See our frequently asked questions for more information. Course dates are available in November and December. Sign up by completing our application form.
The Planning Advisory Service (PAS) is hosting an Autumn event series on nature recovery and biodiversity net gain, kicking off with an officers’ update on 20 October and members’ event on 1 November. Then we’ll cover biodiversity net gain essentials and policy and strategic planning for officers.
Friday 4 November 2022, 10:30am - 12.00pm
This follow-up webinar is about how we can use behavioural change techniques in council services to work with communities to change their behaviour to tackle the climate emergency. The event will hear about how the Yorkshire and Humber and North-East London consortiums have delivered their trials, what the results were, and what they have learnt through the process of taking a regional approach to delivering behaviour change interventions.
Tuesday 8 November 2022, 10:00 - 11:30am
In the run up to the United Nations Climate Change Conference (COP27), the LGA will be showcasing best practice from councils through our Pass the Planet campaign. In this webinar, four councils present their best practice, each linking with one of the four COP27 goals: mitigation, adaptation, collaboration and finance.
Tuesday 6 December 2022, 10.00am - 11.30am
The UK’s housing stock will need to be carbon neutral by 2050. Councils are working hard to make their own housing stock more energy efficient, whilst building retrofit skills in the community to strengthen local supply chains. This webinar will share examples of good practice from experts and councils who are creating local green jobs in the area of housing retrofit.
Tuesday 24 January 2023, 10.00am - 11.30am
Transport is now the biggest emitter of carbon of any sector in the UK. If we are to reach our target of net zero emissions by 2050 or sooner, we will need a fundamental transformation of the ways we move. This webinar will share good practice from experts and councils who are developing and delivering decarbonising transport strategies and provision.
Following the Government's announcement of an Energy Price Guarantee the LGA Policy team have calculated that insufficiently insulated homes will be leaking £12.7 billion of energy over the next two years, with a third of that cost being covered by the government.
On 29 September the Government opened the Social Housing Decarbonisation SHDF fund and the Homes Upgrade Grant phase 2 for applications. £1.5 billion will be made available across these two phases but please note the short deadline for the expression of interest for the Homes Upgrade Grant. The Home Upgrade Hub, provided by BEIS to help local authorities in accessing the funding will be launched shortly.
Defra is requesting information from the Local Government sector for the Third National Adaptation Programme by close 12 October 2022. They are keen to understand:
- how councils are considering adaptation within place-based strategy across all services and for achieving co-benefits (like growth, health, etc)
- examples of how councils are leading adaptation efforts in services or across the community
- what councils want to see from the Government’s future strategy on adaptation to climate change.
Local Partnerships is looking forward to attending Solar & Storage Live from 18-20 October at the NEC, Birmingham. Visit us on stand H61 in the exhibition hall or listen to Strategic Director Jo Wall speak on the panel for "Whole Systems Approach to Decarbonising the UK - Public/Private Interface" on day one. It is free to attend.
We have made further updates to our Greenhouse Gas Accounting Tool, to reflect feedback and requests received from authorities. The updated tool and complementary FAQ will be available on our website next month.
If you’re interested in learning more about retrofit, here’s a useful update from Tony Lawson talking about early planning to best position councils to win funding in the LGC.
