September is preparedness month, and the 30 days/30 ways programme has developed a range of promotional materials councils can use to promote awareness of different types of emergencies and how people can prepare for them. Spiking
The Home Office has been working closely with partners to respond to increased reports of spiking incidents. With reports of spiking understood to be connected to students, licensing authorities with student populations are being encouraged to check that venues have sufficient plans in place to deal with an incident(s) of drink or needle spiking as we approach the start of the 2022/23 term. In particular, venues should ensure that staff are trained in how to respond to such incidents and understand the reporting process involved. Tackling violence against women and girls
The 'Enough' campaign, which aims to tackle violence against women and girls, has developed a collection of assets for councils to use. This includes social media assets and printable posters, which can be personalised to include your council’s logo and key messages.
Scrap metal licensing
Councils are being encouraged to update their scrap metal licensing policies, following criticism from stakeholders that some councils have not done so since 2013. The LGA is looking to speak to some councils about their approach to scrap metal licensing and collate some examples of good practice in scrap metal enforcement. Taxi and private hire vehicle (PHV) licensing
The Government has announced new employment status guidance to provide additional clarity for businesses, individuals and other groups such as those in the gig economy, so they have a better understanding of which employment status for employment rights (including pay, leave and working conditions) they fall into. The guidance follows previous legal cases concerning the employment status of some PHV drivers.
LG Inform reports on crime data
Data on police recorded crime in England have been added to the LG Inform site – the LGA’s local area benchmarking tool. Customised reports and comparisons can be generated for council areas, providing an overview of the different types of police recorded crime for the year ending 2022 Quarter 1, as taken from the police recorded crime survey.
Gambling licensing training
GamCare is running free online training on women and gambling related harm. The training will focus on gambling-related harm, risk factors, impacts, and how to recognise and support people affected. It will also discuss GamCare’s treatment network and how to refer clients to their free treatment services. This training will be most useful for any professionals who work with women and families. The sessions will take place over zoom, will last for two hours and will be available on several dates between August and October. Clewer initiative: Breaking County Lines train the trainer course
The Clewer initiative has developed the Breaking County Lines course, which is designed to enable communities to understand the scale of the problem and to spot the signs of its presence. This free train the trainer course is particularly aimed at those from statutory organisations looking to deliver their own training within their communities and will take place over three online sessions on the following dates:

Serious Violence Duty
The consultation on the Government’s statutory guidance for the forthcoming Serious Violence Duty has closed, and Government is expected to publish its response and updated guidance in the coming months. The LGA has attended the first Serious Violence National Oversight Group meeting to discuss the terms of reference for the group and agree on how it will oversee the implementation of the duty. Further details are expected to be published on the timetable for the forthcoming duty by Autumn 2022.
LGA webinars on councillor safety
As part of the LGA’s Civility in Public Life Programme, the LGA will be hosting a series of webinars on councillor personal safety and handling online abuse and intimidation. These free webinars will provide attendees with an awareness of the steps that can be taken to manage trolls and cyber-bullies and being safe online, and practical guidance on personal safety measures offline.
