This newsletter provides a round-up of all the relevant news that Employer Link has gathered over the last month.

Pay negotiations:  Local Government Services (Green Book)

The three NJC unions (UNISON, GMB and Unite) have tabled their pay claim for local government services (‘Green Book’) employees. The claim seeks, “A substantial increase with a minimum of £2,000 or the current rate of RPI - whichever is greater - on all spinal column points.”

There are additional elements to the claim sent on 6 June, and the full details can be found on the website including an employers’ circular that outlined the wider context of these negotiations

Pay negotiations:  Chief Executives

The pay 2022 claim from the staff side of the JNC for Chief Executives has been received which seeks, “…a pay increase for all chief executives in April 2022 and subsequent years that is the same as the generality of local government staff. We are proposing that this should be delivered through implementing a direct and immutable link for increases for April 2022 onwards…”.

We will update subscribers as appropriate through the negotiations.

The pay 2022 claim from the staff side of the JNC for Chief Officers has been received which seeks, “…A substantial increase in rates of pay and all relevant allowances; taking into account private sector comparator pay rates and the cost of living crisis…”

Pay negotiations:  Fire & rescue Services

The National Joint Council for Local Authority Fire and Rescue Services covers uniformed employees ranging from firefighters to middle managers across the UK. The employers have responded to the pay claim for 2022/23, offering a two per cent increase on basic pay and continual professional development payments effective from 1 July 2022.

Local Government Pension Scheme

The Scheme Advisory Board has published the 2020/21 scheme annual report. The report brings together data from the 86 individual administering authority annual reports. There are currently 14,488 employers in the scheme (including many Employer Link subscribers) and this report provides a scheme wide snapshot and a reminder that the triennial valuation will taken from 31 March 2022.

Salary Sacrifice Schemes in schools

Following several questions (primarily linked to electric cars), the LGA has developed a new frequently asked question in relation to the impact especially for members of the Teachers Pension Scheme. Please access all the school teachers’ pay and conditions Q&A’s.  


Teachers’ Pensions: Indexation

Employer Link issued a bulletin on 18 February, including information about TPS indexation and the impact of the 2021 pay freeze. We did not expect any further guidance.

We are aware that some employers were waiting for a meeting of Teachers’ Pensions Advisory Board that was to take place on 16 June, in the that further guidance would be issued. For reference following that meeting, the DfE confirmed that they are still working to gather data to ascertain the scope of the problem. However, the expectation remains that there will be no retrospective changes should there be a change to policy / legislation linked to the operation of the average salary indexation, and any change to the regulations is unlikely to take place until at least 2023.

The best reference is still a DfE letter sent to the NASUWT in late January (as forwarded bt Employer Link at the time).

We are expecting the Government to announce a consultation around teachers’ pay for 2022 before Parliament closes for the summer recess, and so we have an event planned for 21 July.
