This newsletter provides a round-up of all the relevant news that Employer Link has gathered over the last month.

COVID-19

A collection of guidance can now be found on the Useful Resources concertina, under COVID-19. All government guidance can be read on their website.

Pay consultation:  School teachers' pay 2022/23 and 2023/24 

The School Teachers’ Review Body’s (STRB) 2022 remit was published in December 2021, and evidence has now been submitted by the statutory consultees. The evidence from the Department for Education outlines their assumptions of affordability (page 28 and appendix E) and sets out a model pay structure (page 34, and appendix D for London), thus giving the first indication of what teachers’ pay will look like in 2022 – 2024.

Along with the NEOST evidence, the other statutory consultees also submitted theirs to the STRB, ASCLNAHTNASUWTNEUVoice Community and the NGA.


Pay negotiations: Craft Workers (Red Book)

A pay deal has not yet been agreed by the Joint Negotiating Committee for Local Authority Craft & Associated Employees for April 2021. The National Employers advise against implementing the pay offer before the collective bargaining process has concluded. 


Pay negotiations:  Youth and Community (Pink Book)

The Employers’ Side confirmed offer – November 2021 covering the period of 1 September 2021 to 31 August 2022, has still not been accepted by the Staff Side and they have given no indication of when they may be able to agree to a pay settlement. The National Employers advise against implementing the pay offer before the collective bargaining process has concluded. 


The Public Sector apprenticeship target

The Public Sector Apprenticeships Target that had been in place since April 2017 came to an end on 31 March 2022. However, relevant employers will still be expected to gather and report: - new apprenticeship starts; total number of apprentices; organisational headcount. This data will be used to create league tables for each sub-sector to rank performance.

Reporting for the final year of the public sector target (21/22) began on 1 April 2022 and will run until 30 September 2022.

The Government has published its response to the consultation on proposed changes to the Teachers’ Pension Scheme Regulations to enact the first phase of the McCloud Remedy.


Firefighters’ Pension Scheme

The latest edition (55) of our monthly bulletin is available to download.

The Home Office consultation response on prospective remedy was published in early March.  All links, including the Home Office FAQs for the Firefighters’ scheme, are now available on the age discrimination remedy implementation page of the FPS Regulations and Guidance website.
